Position Information
Arlington County's Commissioner of Revenue is seeking a Tax Auditor II to coordinate and conduct business tax audits in its Business Tax Division. This position will also audit financial reports regarding business license, business tangible property, and custodial taxes such as meals tax, transient occupancy tax, cigarette tax, and short-term rental tax to ensure tax compliance with current state statutes and county ordinances.

Specific duties include:

  • Developing tax audit work plans and project timetables, and leading local business tax audits and investigations;
  • Determining audits objective, scope, strategies, and procedures;
  • Reviewing financial reports from external consultants, banks, accountants, the Internal Revenue Service and corporate attorneys;
  • Interpreting and evaluating federal, state, and county codes and regulations for purposes of local business tax assessment;
  • Assisting in analyzing proposals, recommending amendments to the County Board taxation ordinances;
  • Developing and preparing interim and final audit findings reports and communicating them effectively both orally and in writing;
  • Researching and compiling background information and code references, and preparing responses to audit findings and appeals;
  • Serving as technical resource to staff in the resolution of complex inquiries;
  • Conducting in-depth research and statistical analysis to determine the impact of proposed or new statutes and ordinances on local taxes;
  • Assisting customers by disseminating information and responding to inquiries concerning business license, business tangible property, and custodial tax rules and county policies, while maintaining customer confidentiality and encouraging full, voluntary cooperation; and
  • Working with individuals at multiple levels of local government and other diverse organizations and businesses.
Selection Criteria
Minimum: Bachelor's degree in accounting, finance, business administration, public administration or related field, plus two years tax investigation/auditing experience in either a private, public or governmental environment.

Substitution: Additional qualifying experience may be substituted for the education requirement in a year-per-year basis.

Desirables: Preference will be given to applicants with one or more of the following:

  • Experience working with business license, business tangible property and custodial taxes;
  • Conducting financial tax audit investigations;
  • Experience with federal, state and local business tax regulations;
  • Experience with research, analysis, and interpreting data, then communicating findings clearly and concisely both orally and in writing;
  • Certified Public Accountant;
  • Working with the legal structure of diverse business entities;
  • Working with federal government contracts; and/or
  • Using Microsoft Office Suite.

Special Requirements
The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's licenses from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide copy of the applicant's official state/district driving record. Any offer of employment is contingent upon a favorable review of the applicant's driving record.
