Position Information
The Department of Environmental Services (DES) is seeking a Design Engineer Team Supervisor to lead the sewer Sewer/Streets Engineering section within the Water, Sewer, and Streets (WSS) Bureau. The team is primarily responsible for providing engineering support to the Sewer and Streets maintenance and operations section within WSS and is also responsible for the development and management of the sewer portion of the Bureau's Capital Improvement Program (CIP), a $25M annual CIP for water, sewer, stormwater and road related repairs and upgrades.

Specific duties include:

  • Providing technical direction, prioritizing and overseeing the workload of two Engineers and two Technicians in support of the Sewer and Streets operations to ensure compliance with applicable standards and best practices;
  • Providing technical support and coordinating with WSS construction crews, construction managers, and external contractors to implement a wide variety of public works improvements and maintenance projects;
  • Managing the delivery of the portfolio of Sanitary Sewer System Improvements CIP projects;
  • Developing engineering designs and monitoring the preparation of design drawings to resolve streets, sewers, and/or stormwater drainage issues;
  • Engaging with residents and business owners to resolve citizen complaints;
  • Maintaining, updating, and implementing the Sanitary Sewer System Master Plan;
  • Developing Requests for Proposals (RFP), Invitations to Bid (ITB), and Statements of Work (SOW) to procure goods and services for the planning, design, or construction of public works capital and maintenance projects;
  • Performing and coordinating civil engineering plan review comments on developer submitted site plans, as well as on Arlington County capital projects led by other bureaus and departments;
  • Overseeing the work of external consultants who provide design and modeling services on selected projects;
  • Performing other duties as assigned.
The successful candidate will possess strong leadership and project management skills; have demonstrated knowledge of municipal or public works construction methods with a proven track record of successfully working closely with stakeholders internal and external to the Bureau and excellent customer services skills, along with the ability to provide and maintain specific scheduling priorities.

Selection Criteria
Minimum Requirements:

  • Bachelor's degree in Civil Engineering;
  • Three (3) years of progressively responsible experience in civil engineering design or engineering project management;
  • Two (2) years' experience in the design of public works capital improvement projects;
  • PE License in the Commonwealth of Virginia, or a State with reciprocity.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Designing and implementing urban street retrofit/rehabilitation, storm sewer, and sanitary sewer projects;
  • Project or program management of capital improvements for a public utility or jurisdiction responsible for streets and sewers;
  • Coordinating and/or supervising professional engineering staff; and
  • Operational experience providing civil engineering of sewer systems, force mains, storm infrastructure and/or street design and maintenance.

Special Requirements

  • Managing gravity sewer projects (or projects with a gravity sewers component) and/or performing gravity sewer design (storm and/or sanitary);
  • Managing professional engineering staff; and

This position will require travel around Arlington County for various meetings and field inspections. The selected candidate must possess, or obtain by time of appointment, a valid driver license, and must provide or authorize Arlington County to obtain a copy of official driving record.
