Position Information
The Department of Environmental Services (DES) is seeking an experienced Design Engineer to provide professional engineering and project management expertise for assigned projects, which includes public works improvements and maintenance projects. Projects range in size, complexity and scope, most of which generally don't require detailed designs and must be completed under a condensed schedule.

This employee will also provide engineering support to the water, sanitary sewer, storm sewer and streets programs, within the Water, Sewer and Streets (WSS) Bureau, which consist of 194 employees who work as a team to construct and maintain the County's sewers, watermains, streets, and sidewalks.

Specific duties include:

  • Developing designs and construction plans/sketches for a diverse range of public works projects including sanitary & storm sewer improvements, drainage/grading improvements, intersection improvements, resolving ADA issues, and missing links of curb & gutter and sidewalk;
  • Conducting field investigations to resolve public works maintenance issues and citizen concerns;
  • Applying standard engineering principles and practices to troubleshoot and resolve system problems during normal and emergency operations;
  • Providing technical support and coordinating with WSS construction crews, construction managers, and external contractors to implement a wide variety of public works improvements and maintenance projects;
  • Utilizing multiple County databases to locate record drawings, plats, deeds, as-builts, and past engineering plans to assist crews in resolving maintenance issues;
  • Maintaining and extracting data from the County's Sanitary Sewer Model using PCSWMM;
  • Reviewing sewer CCTV footage and inspection reports to determine the cause of sinkholes and sewer backups;
  • Reviewing and managing the work of external consultants who provide design and modeling services on selected projects including providing consultation to other staff, citizens, and developers regarding assigned area; and
  • Performing other duties as assigned.
The successful candidate will possess technical expertise in civil engineering, excellent teamwork skills, the ability to solve problems quickly, along with strong multitasking qualities.

Selection Criteria
Minimums:

Junior Level - Engineer I (Minimum):
  • Bachelor's degree in Civil Engineering or applicable engineering discipline;
Journey Level - Engineer II (Minimum):
  • Bachelor's degree in Civil Engineering or applicable engineering discipline; and
  • 3 years of post-Bachelor's professional engineering experience OR 2 years of post-Bachelor's professional engineering experience plus 1 of the required certifications.
Senior Level - Engineer III (Minimum):
  • Bachelor's degree in Civil Engineering or applicable engineering discipline; and
  • 5 years of post-Bachelor's professional engineering experience OR 3 years of post-Bachelor's professional engineering experience plus 2 of the required certifications.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience. For Design Engineer levels II and III, some certifications can be substituted for the experience requirement on the following basis:

  • Design Engineer II: 1 year of experience can be substituted for one of the applicable certifications;
  • Design Engineer III: 2 years of experience can be substituted for two of the applicable certifications
List of applicable certifications;

  • Arlington County Project Officer and VDOT Advanced Work Zone certifications;
  • Project Management Professional;
  • LEED Green;
  • LEED AP;
  • DEQ Combined Administrator (either Erosion and Sediment Control or Stormwater Management);
  • 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA approved training.

Desirable: Preference may be given to candidates with a Master's Degree in a related field or possession/experience in one or more of the following:
  • Professional Engineer (PE) License;
  • Experience designing and implementing urban street retrofit/rehabilitation, storm sewer, and sanitary sewer projects; and/or
  • Experience using software such as AutoCAD and ArcGIS.

Special Requirements
This position will require travel around Arlington County for various meetings and field inspections. The selected candidate must possess, or obtain by time of appointment, a valid driver license, and must provide or authorize Arlington County to obtain a copy of official state/district driving record. Any offer of employment may be contingent upon favorable review of the applicants driving record.
