Senior Transportation Engineer

The City of Alexandria is located in northern Virginia and is bordered by the District of Columbia (Potomac River), Arlington and Fairfax counties. An Overview
The Senior Transportation Engineer provides guidance and assistance to Civil Engineers of lower grades in such specialized areas as Intelligent Transportation Systems (ITS) and Smart Mobility, project management, review of developer site plans and traffic impact studies, traffic engineering studies, traffic data analytics and other engineering related work. This position also serves as the subject matter expert City leadership. The Senior Transportation Engineer performs tasks under the general supervision of the Transportation Engineering Division Chief, and conducts special studies received from a Deputy Director or the Director of Transportation and Environmental Services (T&ES).

Senior Transportation Engineer : Major Work Objectives FY23-FY24
  • Complete design concepts for the Seminary Road and North Beauregard Street Intersection Improvement Study to improve safety and multimodal accommodations and completion by Jan 2023. Coordinate with the City’s Neighborhood Planning Division to incorporate such design into the forthcoming amendment to the Alexandria West/ Beauregard Small Area Plan.
  • Work with the community to finalize a design concept for the Duke Street and West Taylor Run Parkway Intersection and Access Improvement Project by the end of 2022.
  • Manage the entire planning phase of capital projects including identification, securing grant funding, community engagement and concept design for several large-scale capital projects.
  • Lead effort to update and revise the City’s Transportation Planning Administrative Guidelines by coordinating with to the development community by January 2023.
  • Coordinate with the Smart Mobility Program to advance ITS and Adaptive Traffic Signal capital projects by Fall 2023
  • Within the first three months, complete Project Management trainings and implement techniques for capital projects.
  • Communicate with residents to respond to and address transportation concerns and inquiries through 311 services on an ongoing basis.
  • Within the first three months, take trainings and develop skills to utilize the StreetLight Data platform to analyze data and prepare reports on transportation trends.
  • Participate on Citywide team for reviewing new development proposals and represent T&ES interests for multimodal transportation engineering and traffic concerns through written and oral reports to City Council, Planning Commission, other boards and commissions.
  • Represents the City at Commonwealth of Virginia Department of Transportation meetings and at regional transportation meetings and assumes the duties of the Division Chief in their absence;

The ideal candidate should have thorough knowledge of modern principles and practices of civil engineering; ability to prepare engineering computations, estimates and designs, plans and specifications; ability to conduct engineering research work and write technical reports; ability to use engineering and CADD; ability to provide guidance and assistance to engineers, planners and subordinates; ability to establish and maintain collaborative working relationships will all people; ability physically to work out-of-doors under adverse conditions; ability to communicate clearly and effectively, both orally and in writing, relaying technical information in a non-technical way.

The Department of Transportation and Environmental Services (T&ES) strives to improve the overall quality of life within the City of Alexandria through the development of superior infrastructure. In order to contribute to the physical, social and economic growth of the City of Alexandria, the T&ES employee team provides services of the highest quality in the areas of engineering, environmental quality, traffic control, transit, construction, inspection and surveying, street, sewer and fire hydrant maintenance, and refuse and recycling collection.

Minimum & Additional Requirements

Bachelor's degree in civil Engineering or other related field and eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.

Preferred Qualifications

Project management experience with five years of professional engineering experience. Registered as a Professional Engineer in Virginia. Experience in one or more of the following areas; traffic engineering and traffic operations, ITS planning, Systems Engineering, ITS project management, transit priority systems, statistics, construction project management and working with State and Federal Grant projects.
