The Community Planning, Housing and Development (CPHD) Department is seeking a Plumbing Construction Plans Examiner to join the ISD Plan Review team. This position is responsible for examining construction documents for all phases of work on commercial buildings including new construction, additions, and alterations to ensure building construction and systems comply with plumbing and mechanical design standards of the Virginia Uniform Statewide Building Code (VUSBC). Projects are complex due to size, multiplicity of structures, advanced design of installed systems, and advanced construction methods and techniques.

Specific duties include:
- Reviewing and approval of construction documents for compliance with the International Plumbing Code, and/or VUSBC;
- Interpreting and enforcing codes, regulations, and ordinances;
- Conducting field visits to survey and evaluate buildings and systems;
- Providing code consultation services to builders, developers, engineers, property owners, architects, and other governmental agencies;
- Evaluating plumbing systems/components to determine system compliance with applicable codes and standards;
- Representing the organization at meetings and public hearings; and
- Developing, participating, and defending Code change proposals at local, state, and national arenas.
- Analytical skills to perform work in accordance with code standards and applicable legal ordinances and regulations;
- Ability to apply modern principles and practices of the plumbing engineering/technical field, including using relevant computer applications;
- Experience with client-focused service-delivery systems and commitment to customer-service, including excellent communication skills;
- Collaboration with architects, engineers, developers, contractors, and government professionals to facilitate compliance with applicable permitting, engineering, and code requirements; and
- Ability to establish and maintain effective working relationships with diverse staff, community representatives, clients, and professional peers.
Selection Criteria
Minimum: Bachelor's Degree in Engineering, construction specialty, or related field; plus
Plumbing Construction Plans Examiner I:
- Must obtain Virginia state certification as a Plans Examiner in classification of applicable code discipline/trade within 12 months of employment.
- Some responsible experience in Plumbing systems Engineering or Design related to buildings and facilities, including working with construction plans.
- Possession of Virginia Plans Examiner Certification in classification of applicable code discipline/trade upon employment; and
- Completion of the requirements to obtain additional certifications as a Plans Examiner in qualifying disciplines (e.g., plumbing, structural, building, fire, mechanical, and/or electrical) - OR - possession of a Registered Design Professional license.
Desirable: Preference may be given to candidates with one or more of the following:
- Knowledge of International Plumbing Codes;
- Understanding of construction documents, specifications, codes, regulations and/or ordinances;
- Experience responding to public inquiries; and
- Certification by International Code Council (ICC) as Virginia Plumbing Plans Examiner and/or Commercial Plumbing Inspector.
Special Requirements
- Virginia Plumbing Plans Examiner Certification is required within 12 months of employment.
- Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.
- A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
- The applicant must possess, a valid driver's license, and authorize Arlington County to obtain a copy of the applicant's official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
