Position Information

The Department of Environmental Services (DES) has a vacancy for an experienced trades worker to provide senior level trades work and technical guidance as Water/Sewer/Streets (WSS) Master Technician for the WSS Bureau.

This current vacancy is available in the Streets Construction sections of the WSS Bureau. The Streets Construction team is responsible for performing tasks related to Concrete Maintenance and Asphalt Maintenance such as replacement, repairs, and new installations of asphalt and concrete (curb and gutter, sidewalks, handicap/ADA ramps, bus shelters).

The Master Technician will provide onsite leadership to a team in their respective section and provide additional support to the WSS Crew Leader and serves as a leader in the absence of the Crew Leader.

Specific duties include:
  • Performing and coordinating daily crew functions including placing and maintaining asphalt, concrete, or sewer infrastructure, and providing technical guidance and on-site training to crew members;
  • Consulting with the supervisor at start of each day, receiving specific team-related instructions and sharing work-related feedback at end of each day;
  • Coordinating with crew leader on daily work of the crew including adjusting for variable work sites and weather conditions; securing materials and equipment for use on projects; ensuring installations and repairs are completed properly; providing accurate site measurements; directing vehicle operators to and from the job site; and ensuring safe traffic and equipment operations;
  • Performing investigative methods to identify and resolve drainage/grading issues onsite;
  • Using work order / asset management system (Cartegraph) and other computer systems such as Microsoft Office to create and prioritize work flows, complete logs, reports and close-outs of work orders;
  • Reviewing plans/blue prints, intersection information, cut sheets, and other media to verify prompt and efficient work flows;
  • Assisting with site preparation and clean-up to ensure existing conditions are safe and that work can be completed;
  • Driving and operating light and/or heavy equipment to and from work sites, transporting materials and crew members;
  • Assisting crew members in the use of specialized equipment and making minor repairs/adjustments to tools and equipment on an as-needed basis; and
  • Responding to routine questions from citizens and the public or directing questions to Supervisor.
The ideal candidate will have good organizational and communication skills and the ability to respond to emergencies as needed.

Selection Criteria

  • High School Diploma, GED, or the equivalent;
  • Three years' experience in public works, construction, streets operations or other vocation that demonstrates the ability to perform skilled manual maintenance and/or construction. See Special Requirements below.

Substitution: Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year for year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Performing as a team leader or lead worker in water, construction, or streets operations;
  • Operating a backhoe or other specialized equipment;
  • Performing skilled manual maintenance in two or more technical areas in water, sewer or street operations;
  • Completing daily paperwork such as time sheets, material tickets, or daily project reports; and/or
  • Certification in Confined Space Entry, Trenching and Excavation.

Special Requirements
License/Certifications Required:
  • Applicant must possess a valid Class "A" or "B" Commercial Driver's License (CDL).
  • The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
  • The successful applicant will be subject to drug screening, at such times during employment, as required by federal, state and local standards and policies.
  • VDOT Intermediate Work Zone Safety Certification required within one year of hire date.

Working Conditions :
  • Performs activities outdoors.
  • Subject to hazards such as being near moving vehicles and mechanical parts, electrical currents, exposure to high heat, chemicals, and/or biohazardous waste.
  • Subject to one or more of the following conditions: fumes, odors, dusts, dirt, mists, drafts, loud noises, gases or poor ventilation, oils, and other cutting fluids.
  • Spends long periods of time standing, crouching, stooping, bending, lifting, pushing, pulling, carrying, and/or working in confined spaces and lighting light to heavy objects and equipment.
  • Required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, and/or hard hats.
  • Required to respond to after-hour calls and emergency situations and mandatory overtime may be required on short notice.

Physical Requirements : Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
