Managing Executive Director, Population Health Center The George Mason University Population Health Center invites applications for a Managing Executive Director. Located on George Mason University's Fairfax campus, the PHC will be delivering academic health care initially focusing on integrated primary care, behavioral health, and nutrition and weight management provided by the College's faculty while working with students. Providers include nurse practitioners, physicians, social workers, and registered dietitians and are supported by state-of-the-art clinical facilities. This position reports directly to the College's Dean and is a member of the College's Senior Leadership Council.About the Position:The Managing Executive Director of the PHC's position will provide visionary leadership, direction and administration of operations, as well as day-to-day management and oversight for the organization's administrative, clinical and facilities operations. This newly created position carries an exciting and unique opportunity for outcomes-focused leadership to help design and build the delivery of clinical services provided by Mason faculty, while providing experiential learning for students. This opportunity includes responsibility and oversight for organizational development to ensure the administration of effective services meeting compliance requirements, facilities expansions, and negotiating and managing support contracts (e.g., billing and electronic medical record). The position also will be involved with the development and implementation of the PHC's strategic plan with oversight for organizational development to ensure effective services are administered and provided to the patients/clients seeking services.Responsibilities:In-depth knowledge of and experience with ambulatory healthcare delivery, population health management, medical management, provider/insurer operational issues and systems, and patient satisfaction;Demonstrated ability to help plan, oversee, monitor, and evaluate the delivery of ambulatory health care services, while planning for new opportunities;Extensive project management and highly proficient communication and interpersonal skills are required to work successfully with various levels of administrative, academic practitioner, staff, and student personnel;Develop standards of performance, metrics, evaluate performance, and initiate or make recommendations for personnel actions in accountable areas;Analyze, recommend and support practices seeking to improve performance on quality measures to engage in work redesign, changes in organization systems, policies and procedures, and quality improvement process within the organization;Identify trends between Consumer Assessment of Healthcare Providers and Systems (CAHPS) and member engagement; create programs/pilots to improve engagement with strategic partners;Collaboratively develop new clinical opportunities and services with external entitles;Oversee the selection, employment, development, control and discharge of non-clinical staff and the establishment of personnel policies and practices;Assist in developing training opportunities for the staff;Function as a member of the College's senior leadership council;Exceptional negotiation and analytical skills;Demonstrated awareness and self-motivational skills, ability to function independently without direct supervision;Maintain professional growth and development through participation in seminars, conferences, and professional affiliations; andPerform other duties as may be assigned.Required Qualifications:Master's degree in business, healthcare administration, nursing, or closely-related healthcare business discipline or equivalent combination of education and experience;Progressive leadership experience (generally (5)+ years) in health care, operations, strategic planning and operational improvement, including understanding of health insurance, management, scheduling, outpatient services;Significant experience ( generally five (5)+ years) in leading teams, process group facilitation, project management and building management systems;Experience with electronic medical records and third-party billing and collection, credentialing, and contracting processes; andConsiderable (generally three (3)+ years) operational leadership experience in the delivery of ambulatory clinical services such as community-based or federally-qualified health clinics.Preferred Qualifications:Experience managing telehealth services and reimbursements;Broad understanding of Healthcare Effectiveness Data and Information Set or HEDIS and its application to drive business growth and efficiencies;Excellent oral and written communication skills;Excellent program development, management, and leadership skills;In-depth knowledge of trends, legislation, and regulations affecting ambulatory healthcare settings, including quality assurance and patient satisfaction;Well-developed ability to work harmoniously with executive colleagues in a team-oriented management environment;Work with all levels of management, ensuring organization policies and procedures are current and implemented using a systematic approach; andAnalyze, recommend, and support practices seeking to improve performance on quality measures to engage in work redesign, changes in organization systems, policies and procedures, and quality improvement process within the organization.
