Job Description
The Construction Engineer works with contractors, architects, ACPS project managers, associated personnel, along with internal and external stakeholders to complete large-scale capacity projects on schedule, within the scope, and in line with the established budget. The Construction Engineer will support the assigned project manager by conducting site visits, in-depth technical reviews, and quality control/quality assurance of modernization projects. At any given time, this position may be supporting several major capital projects.
This position is a part of the Facilities and Operations Department team, reporting directly to the Director of Capital Programs, Planning & Design. The Office of Capital Programs, Planning & Design is responsible for the management, oversight, and execution of all capital planning, and capacity or "new build" design and construction projects activities for ACPS.
EDUCATION: Graduation from a four-year college or university with a bachelor's degree in appropriate engineering, architectural, construction management, or building industry-related field and/or an equal combination of education and work experience
CERTIFICATES AND LICENSES: Engineer-in-Training (EIT) designation, Professional Engineer, Project Management Professional, and/or Certified Construction Manager (CCM) preferred but not required.
EXPERIENCE: 5 years job-related construction or engineering experience, including 3 years of quality control or construction management experience.

QUALIFICATIONS:
Essential Functions/Responsibilities:
- Participates in the design of new facilities and modernization projects and provides technical expertise
- Provides a thorough review of project drawings and specifications, and Architects Supplemental Instructions (ASI)
- Reviews submittals, shop drawings, and third party inspections reports and coordinated with various stakeholders for compliance with the owner, code, and other specifications and requirements
- Supports commissioning efforts along with the assigned project manager and owner retained commissioning agent (CxA) all building systems
- Ensures design documents, plans, plats, and specifications conform to all applicable engineering standards and requirements for completeness, accuracy, and consistency with contract documents
- Reviews and recommends payment of invoices and pay applications
- Reviews and comments on a change order and draw requests
- Coordinates project design with the City of Alexandria Planning and Zoning, Transportation and Environmental Services, Code Administration, and other City and State regulatory/approval agencies for approvals and necessary permits
- Participates in community meetings and/ or conducts them and responds to community member questions and concerns
- Provides support with contract administration of all consultants, contractors, and architectural and engineering contracts, including preparation of RFIs, RFPs, ITBs, providing supporting documents for solicitations, reviewing proposals, etc.
- Attends Owner-Architect- Contractor, pre-construction meetings, punch list walkthroughs and other project-related meetings as needed
- Makes periodic inspections of work in progress for quality control, schedule, and other compliance
- Inspects materials, workmanship, and conformance to plans and specifications
- Documents and maintains accurate and detailed project reports, records, and other correspondence
- Reports on delays, non-conformance, and other issues
- Performs other duties as assigned to ensure the success of all large capital projects
PREFERRED QUALIFICATIONS:
- Five or more years of experience in hands-on design and construction of school facilities
- Modernization and new construction experience including early childhood and K-12 facilities, recreational facilities, fields, and playgrounds
- Experience and working knowledge of Virginia DEQ regulations, FEMA floodplain, and ESA requirements
- Familiarity with City of Alexandria entitlement and permitting process
- Experience in the use of computer applications and software, including MS Office, MS Project, AutoCAD and REVIT
- Working knowledge of project scheduling with MS Project and/or Primavera
- Excellent oral and written communication skills
- Excellent presentation skills
- Excellent time management and organizational skills
- Ability to work independently in a fast-paced collaborative team environment
PHYSICAL REQUIREMENTS
- This job requires frequent site visits on active construction projects. Must be able to conduct project site visits.
- Driver's License required
