Position Information
The Arlington County Treasurer is seeking an Assistant Deputy Treasurer for Compliance to advise and assist the Deputy Treasurer for Compliance in all aspects of division management including communication, staff management, customer service, system enhancements, vendor management, and partnership and communication with Arlington County agencies. This individual will also develop and oversee procedures for collection of tax and other revenue. The Assistant Deputy Treasurer for Compliance will ensure the efficient operation of two work units within the Compliance Division, including a call center which handles over 50,000 calls per year, and an enforcement team which issues over 6,000 liens and seizures per year and initiates over 1,000 motions for judgment per year. The focus of this position is to directly manage the collections and enforcement supervisors and staff.

This position is an appointee reporting to and serving at the pleasure of the Treasurer, an elected official accountable to the citizens of Arlington County. The Assistant Deputy Treasurer for Compliance is part of the Treasurer's senior management team and contributes to office-wide planning, goal setting and management.

MAJOR RESPONSIBILITIES INCLUDE:

Manage daily operations of Compliance Division with an Assistant Deputy peer

  • Oversee performance of 24 employees (21 full-time, 3 part-time);
  • Directly manage supervisors; and
  • Oversee division personnel to include: hiring, disciplinary action, leave approval.
Oversee collection and enforcement procedures

  • Manage and create operating procedures for division and ensure compliance to State Code and County Ordinances; and
  • Monitor and evaluate overall efficiency of division and recommend program, system, organizational or resource changes.
Implement goals and objectives for Compliance Division

  • Assist senior Assistant Deputy Treasurer and the Deputy Treasurer with developing and monitoring individual work unit goals; and
  • Assist the senior Assistant Deputy Treasurer and the Deputy Treasurer with developing and monitoring the Compliance Division budget and workload measures for the County and State Compensation Board.
Prepare and Analyze Reports

  • Prepare and analyze delinquency and collection reports for division and develop new reports as needed; and
  • Assist the senior Assistant Deputy Treasurer and the Deputy Treasurer with preparing all reports required of the division, including but not limited to: statistics for the annual budget, internal Treasurer's Office reports, reports to the County Board, reports to other County departments, reports to State agencies, and reports for inclusion in publications for citizens.
Other Duties Include:

  • Assume the duties and responsibilities of the senior Assistant Deputy Treasurer and the Deputy Treasurer for Compliance when the either or both are absent;
  • Select and oversee the work of vendors including but not limited to outside collection agencies, tax software vendor, parking ticket software vendor;
  • Represent the Compliance Division on specials projects; and
  • Respond to inquiries from citizens, other county agencies and staff.

Selection Criteria
Minimum: Bachelor's degree in Public Administration, Business, or other related area, plus significant experience in revenue collection work and/or other related program administration.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for year basis.

Licenses/Certifications: Must achieve Master Governmental Deputy Treasurer certification by the Treasurer's Association of Virginia within two years of assignment and must meet the continuing education requirements to maintain certification.

Desirable: Preference may be given to candidates with significant experience in one or more of the following:

  • Experience monitoring the work of professional and clerical staff; and
  • Experience and familiarity with a variety of software systems and testing of software upgrades and changes.
