Position Information
The Commissioner of Revenue is seeking a Tax Assessor for their Vehicle Personal Property Tax Division. This employee will be responsible for counseling and assisting taxpayers regarding their vehicle personal property taxes levied by Arlington County and transactions on behalf of the Virginia Department of Motor Vehicles (DMV). This Tax Assessor assists customers at the Vehicle Personal Property Tax counter, including those with limited English ability or for whom English is a second language. This work is performed in accordance with the rules and regulations of the state and the policies and procedures of the Office of the Commissioner of Revenue. Specific duties include:

  • Reviewing all documentation presented by the customer for DMV products and services;
  • Determining the proper issuance of DMV products (title, registration, trip permit, etc.) in accordance with statutory and operational procedural requirements;
  • Collecting and reconciling fees and taxes collected on behalf of the state;
  • Researching, analyzing, and preparing personal property tax assessments and tax adjustments (relief) utilizing multiple information systems;
  • Analyzing and reviewing taxpayer-provided documentation to determine and approve tax adjustments;
  • Assisting and counseling the public concerning their legal obligation to register their vehicles with the County;
  • Adjusting personal property assessments and explaining decisions to tax payers;
  • Researching Department of Motor Vehicle's databases and other sources for tax liability information; and
  • Responding to inquiries regarding motor vehicle state, federal tax laws and County codes.

Selection Criteria
Minimum: High school or vocational school, GED certificate, or the equivalent, plus one year of progressively responsible experience in tax preparation or tax assessments, and customer service in the public sector which includes at least one of the following:
  • Six months of DMV select training within the Office of the Commissioner of Revenue or similar office in Virginia; or
  • One year of experience at a full-service DMV in the United States; or
  • One year of experience at a DMV Select in Virginia

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Providing customer service in a financial services environment;
  • Interpreting policies/regulations and/or tax regulations to customers;
  • Working with a diverse population;
  • Motor vehicle valuation and account record (VIN, Make and Model) processing, and, financing, registration and/or titling.
  • Bilingual English/Spanish.
