Position Information
Join our team to provide technical planning expertise for transit-related capital projects and development site plans!

The Transit Bureau of the Department of Environmental Services (DES) is seeking a Senior Transit Planner/Project Management Coordinator to oversee multiple complex projects in the County's Transit Capital Program (TCP). With currently more than 15 complex projects in TCP involving the planning and design of transit infrastructure or facilities totaling in excess of $500 million, this newly established position will provide technical planning and design expertise as well as senior-level project management for these transit-related capital projects and development site plans.

As Project Manager, the employee will be responsible for coordinating and successfully completing the feasibility study, conceptual planning, environmental documentation, preliminary engineering, design, and construction of transit infrastructure projects. Project assignments may include planning and design of new entrances and other access improvements to existing Metrorail stations in Arlington County; station area planning and design; planning and implementation of multi-modal improvements to street and curb utilization; and planning and design of priority bus and bus infrastructure improvements.

Specific duties include:

  • Serving as project manager for specific transit planning, engineering, design and construction projects including developing and managing project work scope, budget and schedule;
  • Providing planning and design expertise and ensuring compliance with applicable local, state and federal requirements including the National Environmental Policy Act (NEPA) and the Virginia State Environmental Review Process (SERP);
  • Planning, organizing and monitoring highly complex, politically sensitive transit projects;
  • Scheduling, coordinating, and implementing project phases involving multiple internal staff and external agency representatives;
  • Evaluating plans and work schedules for contracted engineering and construction projects to assess feasibility of meeting targeted actions; recommending shifts in funding or scope of projects to meet objectives;
  • Preparing and reviewing Requests for Qualifications or Proposals for consultant and construction services and/or Invitations to Bid for contractor and construction services as well as leading the evaluation and selection process;
  • Assisting in the preparation of and/or review of engineering work and design drawings prepared by other staff and contractors;
  • Advising county planning and engineering staff on multi-project cost planning, scheduling, control and productivity analysis;
  • Preparing and presenting reports, study findings, project plans, designs and construction data to the general public, commissions, the County Manager, the County Board and Federal, state or regional agencies; and
  • Representing the Transit Bureau in the negotiation of crucial project management matters.
The successful candidate will have excellent communication and presentation skills and be able to work independently with minimal direction. This senior-level project management position reports to the Transit Capital Program Manager within the Transit Bureau of the Transportation Division.

Selection Criteria
Minimum :

  • Bachelor's Degree in Transportation or Community Planning, Architecture, Civil Engineering, or related field;
  • Three (3) years of progressively responsible experience in capital project planning, development and management for the planning, design and construction of transit and/or transportation facilities or infrastructure; and
  • Two (2) years' experience managing or coordinating multiple complex projects.
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirable : Preference may be given to candidates with a Master's degree in a related field and/or experience in one or more of the following:

  • Senior-level design and construction project management experience in the transportation/transit arena;
  • Environmental assessment and environmental clearance (NEPA) for federally funded transit projects;
  • Negotiating project agreements and contracts;
  • Working with the business community, citizens, public interest groups, neighborhood groups and other organizations in an active diverse community;
  • Using planning, design or modeling software; and/or
  • Professional Certification/licensure (e.g. PE, AIA, PMP).
