Arabic LinguistLinguists shall meet at a minimum the criteria of Interagency Linguist R level 3 in English. CAT III linguists shall be able to understand the essentials of all speech in a standard dialect and have broad enough vocabulary that he/she rarely has to ask for paraphrasing or explanation. CAT III linguists shall be able to follow accurately the essentials of conversations between educated native speakers, reasonably make and answer telephone calls, understand radio broadcasts, news stories similar to wire service reports, oral reports, oral technical reports and public addresses on nontechnical subjects.Transcription: Linguists shall provide written translations of audio/video-taped or real-time conversations: type (or if directed, write) verbatim, the words spoken on the source recording or during the conversation. Transcription work product must be in final form and be free of errors in spelling, grammar, and in normally accepted word choice and punctuation. Transcription assignments shall be performed in accordance with the requirements (eg electronic format specified, language(s) required, time frame for completed product, etc.) with the meaning and intent of the original source preserved. Services shall include transcription of aural sources in a SCRL by technically qualified and experienced translators at the level of competency required. Unless otherwise prohibited, transcribers shall (1) listen to or view the material and comprehend the SCRL language, (2) write comprehensibly in English and/or a SCRL language(s), and (3) choose the equivalent English expression that both fully conveys and best matches the meaning intended in the SCRL language.Translation: Linguists shall provide written English translation from a variety of foreign language source exhibits, including, video and audio cassette recorded conversations, facsimile documents and written and typed materials, such as legal documents, diaries, computerized files, personal papers, maps, charts, ledgers and notes. Provide accurate and complete translations free of typographical errors and without the omission of word or words from the texts. Use accepted Standard English punctuation in all English translations. Type the translation from the original source in the format specified with the meaning and intent of the original text (Translation). Services shall include translation of documentation by technically qualified and experienced translators at the level of competency required in the Technical Exhibit (Attachment 0001). Unless otherwise prescribed, translators shall (1) read and comprehend the SCRL language, (2) write comprehensibly in one of the source SCRL languages, and (3) choose the equivalent English language expression that both fully conveys and best matches the meaning intended in the source SCRL language (referred to as congruity judgment).Interpretation: Linguists shall provide Interpreters IAW the Technical Exhibit (Attachment 0001) who are fluent in English and at least one of the SCRL languages, as delineated in the Task Order Technical Exhibit. Linguists shall be prepared to provide interpreting services in consecutive interpretation and sight translations. Unless otherwise prescribed, the interpreter must be able to (1) comprehend both the SCRL and source languages as spoken or written, (2) speak both the SCRL required language(s) and English, (3) choose an expression in English that fully conveys and best matches the meaning of the source (SCRL) language, (4) have familiarity with the cultural context of both the SCRL language and English, (5) have knowledge of terminology in specialized fields, (6) observe office protocols applicable to different settings, and (7) master the modes applicable to these settings.Qualifications:Clearance RequirementsCAT III linguists shall be US citizens who either possess a TOP SECRET Security Clearance with access to Sensitive Compartmented Information (TS/SCI), or who, after prescribed counterintelligence security interview, have been granted by the US Government an interim TS clearance with interim access to SCI. This interim access is not transferable to other Government contracts or agencies.Linguist Qualifications:Linguists are required to be tested and certified by an independent organization as meeting the ILR rating associated to the linguist's category in the skill(s) required (reading, writing, speaking and listening comprehension) at the commencement of task order performance.Work LocationWork will be conducted at various Government locations in/around the Washington, DC metropolitan area.HOURS OF OPERATIONWork will be conducted 24 hours a day Monday to Friday. Linguists will be required to work during one (1) of three (3) 8-hour shifts.
