Contracts Administrator CSEngineering is hiring a Contracts Administrator to join our growing team and support various DOD/DHS/Federal government programs! We are forever dissatisfied with status quo and are always looking for a better way to do things, not so much out of competitiveness, but out of a desire to simply be THE BEST and to lead our industry.JOB RESPONSIBILITIESThis Contracts Manager is responsible for cradle-to-grave contracting and related activities, such as subcontractor procurement, subcontract terms and conditions negotiation, development of subcontractor performance work statements, communications between CSE and its customers, communications between CSE and its subcontractors, FAR & DFARS clause assessments, and contract document management through utilization of contract management software. This position will provide management support for CSE government contracts and subcontracts and ensure the consolidation of on-time delivery of government reports, deliverables and invoices are on time with a very high degree of accuracy.Specific duties include:Generate Contract Data Requirements List (CDRL) (eg Monthly Financial Reports, Monthly Status Reports)Review contracts and modifications and apply them to invoices, expense reports and CDRL deliveriesAssist the COO and the budget analyst in crosschecking labor hours to Invoices for accuracyAct as the primary point of contact with Government Contracting Officers and Prime Contractors and Subcontractors on contractual matters. Must have excellent communication and collaboration skillsAssist with reviewing Travel Authorization, and Travel Expense reportsBe able to identify contract issues and their resolutionMonitor contract performance for compliance with applicable regulations and requirements.Collaborate with other companies to solicit and coordinate prime and subcontract agreementsUpdate contract and program operations products in various location as contract information changesUpdate recurring meetings briefings, (eg COO's Program Managers Bi-monthly Staff meeting, Integrated Contract Review Briefings)Create and maintain complex and professional written correspondence, memos, presentations, spreadsheets, organizational charts, etc., with minimal supervisionPerform other assigned administrative tasks as assignedREQUIRED SKILLS AND QUALIFICATIONSMust have a minimum of five (5) years of experience managing federal government contractsMust have an understanding of the Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulation Supplement (DFARS), agency supplemental regulations, and Cost Accounting StandardsExperience working with multiple contract types (eg Firm Fixed Price, Cost Plus Fixed Fee, and Time and Materials).Experience with government contracts as a prime contractor and subcontractor to a prime vendor.Must be proficient with written and verbal communication to address government contracts with other companies, Government Contract Officers and Specialists, and Contracting Officer Representatives.Able to quality control (QC) contract invoices and monthly status reports to an extremely high degree of accuracy.Must have advanced conceptual, analytical, and problem-solving skills, with excellent attention to detail to include outstanding organizational skills and a task-oriented mentalityOccasional travel may be required for in person meetings with Government customersMust be able to exercise appropriate discretion when involved in sensitive business mattersAble to develop PPT presentations and conduct training/briefings on government contract management and compliance to CSE Staff and Program ManagersEasily adaptable to learn other program (eg Costpoint, Microsoft teams, Share point, Salesforce for contract organization and administration purposes)Must have experience with Microsoft Office Suite, particularly, Word and Excel.Must have the ability to commute to Annapolis, MDMust have the ability to pass a standard background and reference checkMust have the ability to obtain and maintain a Top Secret clearanceThis position falls under the President's Executive Order issued on September 9, 2021, and once hired, proof of vaccination will be required to start.Must be a United States CitizenPREFERRED SKILLS AND QUALIFICATIONS: An active Secret or Top Secret clearanceSalesforce experienceSharePoint experienceMicrosoft Teams experienceGrants and Other Transactional Authority experienceFederal Acquisition Certification in Contracting (FAC-C) Level 1Acquisition Program Development Professional (APDP) Level 1Location: Annapolis, MD/hybrid (2 days/week onsite)CSE offers a competitive salary and comprehensive benefits package, including medical, dental, life, disability, 401k, and paid time off.CSE is an equal opportunity employer committed to a culturally diverse workforce.
