Job Announcement

This position is responsible for the supervision of the Affordable and Workforce Housing Program Manager and the implementation of the Affordable Dwelling Unit (ADU) Program/Workforce Dwelling Unit (WDU) policy. The position works with developers, surrounding jurisdictions, and county agencies to further the goals of the County's ADU/WDU programs. Negotiates development proffer conditions. Reviews land use site plans with emphasis on the ADU/WDU requirements. Monitors compliance of both the ADU Program and WDU Policy. Processes the ADU/WDU price list for approval by the County Executive. Maintains and updates the ADU/WDU unit prices annually. Oversees the Notice of Availability and Sales Offering Agreement process including evaluation of opportunities to purchase, coordination of purchasing units, presenting to the Loan Underwriting Committee (LUC) and the FCRHA. Manages the acquisition of ADUs as approved by the Fairfax County Redevelopment & Housing Authority and WDUs as approved by the Board of Supervisors.

Works with county staff to determine and allocate funding for the acquisition of ADUs and WDUs. Prepares FCRHA and Board items. Coordinates the acquisition of ADU/WDUs with the Property Management Division. Tracks allocated funding sources for ADU/WDU purchases. Participates in regular meetings to improve inter- and intra-division communication and coordination of activities and projects. Leads and participates in teams throughout the agency and County. Coordinates with other county staff as needed. Supports the ADU Advisory Board, which includes scheduling meetings, preparing memoranda and coordinating public hearings. Prepares Requests for Proposals (RFPs) for the ADU/WDU programs. Participates in DPD staffing meetings, such as Tysons Core and Reston Core meetings. Prepares FCRHA and Board items and makes presentations as required. Prepares reports on the ADU Program and WDU Policy for the FCRHA and Board.

Plans, designs, develops, organizes, oversees, and administers highly complex affordable housing programs and projects such as the Affordable Dwelling Unit (ADU), Workforce Development Unit (WDU), Partnership Units, Asset Management and/or grant programs;
Coordinates with developers to ensure that proposed developments comply with the ADU/WDU program or other funding requirements and provides information on the process to deliver units;
Analyzes housing/community development needs, policies, trends and regional data to determine current housing deficiencies, and assesses housing needs for low and moderate income persons;
Recommends program changes for new or revised programs, systems, procedures, policies and methods of operation;
Coordinates, develops, implements and monitors program goals, strategies, plans, policies and procedures to ensure financial and programmatic compliance with federal, state and local regulations;
Performs outreach within the county and to other jurisdictions with respect to the provision of affordable housing, including participation in inclusionary housing studies;
Provides day to day supervision of the various housing/community development projects, including setting short term goals, assigning tasks, and organizing work;
Reviews legal documentation such as sales contracts and condominium/homeowners association documents, proffers, and development conditions;
Inspects units and ensures that the purchased units are transferred into the county's inventory;
Prepares and presents reports on matters related to federal, state, local, private, non-profit programs and/or FCRHA/HUD and Department of Housing and Community Development initiatives;
Prepares and delivers presentations on the need for housing affordability, HCD projects and proposals;
Responds to specific questions in dealings with the FCRHA, Board of Supervisors, various committees, the Planning Commission, federal and state agencies, County departments and the public;
Ensures compliance with federal, state and local requirements;

Required Knowledge Skills and Abilities

Extensive knowledge of housing law and programs, site planning, real estate and land use law and building construction practices;
Knowledge of budget development and administration, and/or basic principles of accounting;
Ability to understand, interpret, explain, and apply applicable federal, state, and local laws and regulations;
Ability to communicate effectively in verbal, written and graphic forms;
Ability to supervise others;
Ability to establish and maintain effective working relationships with public officials, private developers and contractors, citizen groups and community residents;
Ability to lead multiple projects from concept through implementation;
Ability to coordinate project participants from multiple organizations, motivating them toward project completion;
Ability to prepare clear and concise reports.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience equivalent to a bachelor's degree in in public or business administration, property management, real estate, real estate finance, urban/regional planning or related field, plus four years of progressively responsible managerial experience in the fields of real estate, real estate development, real estate finance and/or lending programs and/or grants management. A master's degree in a related field may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
Driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Master's degree in public or business administration, real estate, real estate finance, urban/regional planning or related field;
  • Four years of affordable housing experience in local government and/or experience in land development or land use planning;
  • Extensive knowledge of local, state and federal regulations pertaining to residential development and affordable housing
  • Experience presenting at public meetings and/or to commissions and/or board regarding affordable housing and/or land use planning;
  • Contract administration experience, particularly managing real estate contracts;
  • Experience with for-sale and/or rental multifamily, single family and/or town home development;
  • Property management compliance oversight;
  • Experience working with county Boards, civic associations, and/or homeowner associations
  • Three years of supervisory experience;
  • Ability to work in a fast-paced, collaborative team environment;
  • Exceptional customer service skills.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Job entails reading, writing, communicating verbally, operating a computer, walking, standing, sitting, climbing stairs, reaching, bending, and driving. Visual acuity is required to read data on a computer monitor. Employee may be required to lift up to 15 lbs. Duties may be performed with or without reasonable accommodations.
