Serves as plan reviewer of complex building designs in accordance with the Virginia Uniform Statewide Building Code (USBC), Virginia Plumbing Code (VPC) and Virginia Mechanical Code (VMC), issued by the Virginia Department of Housing and Community Development (VDHCD). Communicates design deficiencies, code requirements and engineering principles to project stakeholders, design team and contractors. Performs research, provides training, interprets code provisions and offers resolution to design and construction challenges. Performs other duties as assigned to further the goals and objectives of the agency. Communicates with architects, engineers, contractors, and other stakeholders to provide code compliant buildings/structures.
Complies with LDS’s safety program and guidelines. Position requires incumbent to operate motor vehicles to drive to/from construction sites, offsite meetings, training and/or conferences. Complies with county, agency, and job specific training requirements, including but not limited to Emergency Management and Safety related courses.
Position may be underfilled as an Engineer II (S-24) or Engineer I (S-21); the Underfill Requirements are stated below in the Employment Standards section.

Depending on the functional area of assignment:
Performs all the duties of the Engineer II and as applicable;
Interacts with external engineering, environmental and construction contractors, ensuring the best use of county resources and timely completion of projects;
Solves complex project design or construction challenges such as unsuitability of conventional materials or methods, minimizing disruption of operations during phased construction, minimizing disruption to the public;
Mentors and leads less experienced staff in day-to-day business or for special projects;
Provides project quality control for consultant designs and construction documents;
Reviews operations for regulatory/permit compliance;
Coordinates and resolves utility conflicts;
Manages multi-discipline projects of ranging complexity, type and scope;
Maintains project files and documentation;
Conducts final inspections of projects installed by contractors, developers or individuals;
Conducts field inspections of commercial construction projects to verify compliance with associated building code requirements of the Virginia Uniform Statewide Building Code;
Reviews and approves plans in accordance with the Virginia Uniform Statewide Building Code;
May serve as a Team Leader;
Conducts preliminary meetings with design professionals to discuss code issues related to their projects;
Prepares and presents reports to boards and commissions;
Recommends revisions in the county Code and related documents;
May be required to sign/seal work performed as a Professional Engineer or Registered Architect;
May administer the section in the absence of the supervisor;
Attends meetings and conferences;

CERTIFICATES AND LICENSES REQUIRED:
UNDERFILL REQUIREMENTS:
The position may be underfilled as an Engineer II (Grade S24, $60,276.11 - $100,461.09). The Minimum Qualifications for the Engineer II are: Any combination of education, experience, and training equivalent to the following:

PREFERRED QUALIFICATIONS:
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

- Demonstrated experience in the review of complex plumbing plans for commercial buildings and compliance with the Virginia Plumbing Codes (VPC) .
- Knowledge of mechanical, plumbing, electrical, building codes and construction practices in order to communicate effectively with internal and external stakeholders.
- Ability to guide project stakeholders in the review and inspection of large commercial buildings.
- PE certification from Virginia State or ability to get the PE certification transferred from any other state in 12 months.
