Assistant Superintendent / Street Cleaning

(CDL Preferred upon hire)

An Overview
The department of Transportation and Environmental Services is looking for an Assistant Superintendent/Street Cleaning to supervise a group of Heavy Equipment Operators, Equipment Operators I and II, Laborers who are assigned to perform general street cleaning work. Employees in this class assist their supervisors by ensuring City streets and rights-of-way are kept clean of trash, dirt, and debris. These positions function independently with only general supervision. Employees in these positions are supervised by the Superintendent/Street Cleaning and receives assignments from the Division Chief/Resource Recovery. The candidate will also fill in for the Superintendent when needed. Work is reviewed through reports and results obtained.

The Opportunity - Examples of Work
  • Hires, trains, reviews, and evaluates employees’ performance;
  • Investigates and recommends recommendations in cases of accidents, resident property damage and liability claims;
  • Coordinates special collection, disposal, and street cleaning requests, i.e., City streets, parking lots or areas to be policed for trash, alley request, and illegal dumping as requested from citizens or private concerns located within the City of Alexandria;
  • Receives complaints or requests for service via asset management system, in person, or by telephone and resolves or follows up on resolution;
  • Coordinates various types of refuse disposal, collection, and street cleaning done within the City, and determines the proper equipment to utilize to resolve the problem, i.e., oil spills, loose gravel, or glass in the street;
  • Compiles daily, weekly, monthly, and annual reports;
  • Reviews safety, accident, and disciplinary reports and recommends action to be taken;
  • Ensures that vehicle operators have valid Commercial Driver’s Licenses (CDLs) and that safety equipment is utilized, such as fire extinguishers, safety shoes, gloves, and eye protection;
  • Supervises all shifts and crews in absence of Superintendent of Street Cleaning, and performs duties of Labor Supervisor when required;
  • Supports Snow and other Storm emergency cleanup efforts;
  • Prepares bills of materials, estimates, informal quotes, spreadsheets, SOP’s, work orders, and other written reports, verifies contractor invoices;
  • Performs work on weekends, holidays, inclement weather, and the seasonal long hours for the various programs;
  • Performs related work as required.

Minimum & Additional Requirements

Five years of experience as a Equipment Operator II or Heavy Equipment Operator in refuse collection and disposal maintenance or street cleaning and completion of high school courses or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Employees in this class must possess a valid Commercial Driver's License (CDL), issued by the state of the employee's residence, with the proper endorsement for the vehicle being driven within three (3) months of appointment.

Preferred Qualifications

Two-Year College degree/Associate degree; three (3) years of Solid Waste Management, Public Works Management experience or five (5) years of lead supervisory experience. The candidate must have the ability to operate heavy equipment in support of street cleaning, snow, or maintenance operations. Possession of a valid Commercial Driver's License (CDL) issued by your state of residence, upon appointment.Must be willing to work weekends, holidays, and in inclement weather as this position is considered essential. This position requires the successful completion of pre-employment background checks including but not limited to drug testing, criminal background.
