Duties

If selected for this position, you will join a well-respected team that plans and implements policies and procedures governing recruitment, selection, placement, merit promotion, classification and position management and personnel processing. Typical work assignments will include:
  • Conducts staffing and placement activities (i.e., create vacancy announcements, develop position assessment criteria and analysis, and develops occupational questionnaires).
  • Reviews applications to make qualification determinations.
  • Plans and executes delegated examining unit (DEU) authority processes when applicants are being recruited from all sources.
  • Provides a full range of classification and position management services to the organization.
  • Provides advice on basic pay, premium pay, and leave administration laws and regulations.
  • Prepares appropriate documentation for new hires and works with other HR team members to ensure application/employee documents are accurate.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

To be qualified for the GS-11 Human Resources Specialist, you must possess one year of specialized experience equivalent to the GS-09 level in the Federal Service; or a Ph. D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M Education at the graduate level in a related field or a combination of specialized experience and education.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, such as advising managers on Federal Human Resources laws and regulations related to classification and recruitment and placement, along with employee relations and performance management, employee benefits, compensation and human resources development. Examples of specialized experience include: advising management on recruitment methods and strategies; conducting job analyses and developing assessments; developing vacancy announcements; determining applicant qualifications; issuing certificates of qualified candidates to hiring officials for consideration; applying classification principles to develop and review position descriptions; experience applying complex fact-finding analytical, and problem solving methods and techniques; coding and processing personnel actions; administering guidance on pay, leave and benefits; conducting research to solve complex human resources challenges. Skill in communicating findings and recommendations to managers and executive level management.

Education: a Ph. D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M Education at the graduate level in a related field (e.g., Criminal Justice, Law). Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: combination of specialized experience as described in A and education as described in B which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. Education completed in foreign colleges or universities may be used to meet the above education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
