Duties

As a Supervisory Asset Management Program Specialist, you will:
  • Advise the Director regarding issues or problems with existing policy that hinder effective asset management.
  • Initiate, develop, implement, review, and monitor the effectiveness of asset management programs and policies.
  • Train internal staff, contractors, and stakeholders on policy, procedure, and implementation issues on asset management activities or programs as assigned to or undertaken by the Program Administration Office.
  • Assist the Divisions and Branches in the Office of Asset Management and Portfolio Oversight by providing technical support and program guidance.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience: For the GS-14 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position is defined as experience in ALL of the following:
    - Advising decisionmakers regarding issues or problems with existing policy that hinder effective asset management; AND
    - Initiating, developing, implementing, reviewing, and monitoring the effectiveness of asset management programs and policies; AND
    - Initiating and developing various affordable housing asset management curriculum, training materials, and lecture outlines, and conducting formal training programs.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14 grade level, you must have been at the GS-13 grade level for at least 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • A one year supervisory or managerial probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Obtain and use a Government-issued charge card for business-related travel.

    As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

    Employees are considered fully vaccinated for COVID-19 two weeks after they have received the requisite number of doses of a COVID-19 vaccine approved or authorized for emergency use by the U.S. Food and Drug Administration, or that has been listed for emergency use by the World Health Organization.
