Duties

As a SUPERVISORY IT SPECIALIST (CHIEF ), you will:

- Direct the work of subordinate organizations and to provide technical guidance and supervisory oversight for a staff performing work that involves
administering, developing, and supporting information technology (IT) systems and services and for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, and networking.
- Provide expert level advice to senior agency officials concerning complex and unusual IT program issues.
- Develop policy and renders decisions on the resolution of extremely complex or unprecedented policy and planning issues.
- Provide technical guidance and direction to subordinate supervisors and/or leaders, and other staff, on overall program objectives and changing requirements.
- Indoctrinate and provide advice to subordinate supervisors, leaders, and/or staff on the application of new or revised policies and procedures.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Designated and/or Random Drug Testing may be required.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must include the following:

    -
    Federal Government technology policy promulgation processes, technology audit management and technology budget formulation and execution management; AND
    - Applying IT Principles, concepts, methods, standards and practices to provide guidance, technical advice and recommendations to management on information technology policies and procedures.

    AND

    In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below:


    -Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    -Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    -Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    -Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-15, you must have been at the GS-14 level for 52 weeks.
