Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:
Experience in interpreting and adapting to guidelines (e.g. library and agency information policies, regulations, operating procedures, AND Cataloging rules and formats, etc) ; AND
Experience within the area of technical services functions (e.g. catalog, classify, perform acquisitions, use standard reference tools, etc.) and maintain up-to-date information for the interests and needs of a geriatric community.
OR
2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position
OR
Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference.
AND
All librarians must meet at least one of the requirements below.
Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement subject to such exceptions as required by law. CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
- Selectees will be subject to the AFRH Tuberculosis Surveillance Program.
- Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc.
- Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
As a Librarian, you will:
- Provide professional library services to meet the needs of all Residents and employees, i.e., general reading, viewing videotaped/DVD movies or instructional videos, and/or listening to music, and literature or instructional material on audio cassettes.
- Review and research professional publications to select those books and materials that are commensurate with the needs, development, welfare (mental and emotional stimulation) and education of patrons.
- Responsible for acquisition and cataloging all books and movies/DVD's entering the library collection using the Circulation Plus Software Program (an electronic tracking system).
- Assist with preparation of annual budget for expenditures on items such as books, periodicals, journals, supplies, and library equipment.
- Order supplies and create work orders for the library and adjoining services.
