Duties

As a Program Analyst in the Human Systems Integration (HSI) Division, you will perform duties that encompass the development and application of policy in seven HSI domains: human factors engineering (HFE); manpower; personnel; human performance support and training; system safety (including occupational Health and Safety); habitability; and survivability.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Providing management with professional and administrative guidance in the implementation of HFE and Habitability in program matters for development, testing, fielding, and sustainment of Coast Guard Systems and Assets service wide.
  • Planning and executing of HFE and Habitability programs, including approval of policy, administrative matters, and periodic review of programs to ascertain satisfactory progress.
  • Developing policies, practices, and procedures based on DHS, DoD, and CG guidance.
  • Managing financial and staff resources associated with specified individual HSI programs and HFE and Habitability efforts.
  • Providing or coordinating detailed briefings or policy statements to various acquisition or sustainment programs and other stakeholders.

Qualifications

To be considered at the GS-12 level: Applicant must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Examples of specialized experience include: Planning, preparing and conducting human factors research; Utilizing a range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more programs; Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of programs; Conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.

To be considered at the GS-13 level: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Examples of specialized experience include: Utilizing qualitative and/or qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Utilizing a range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more programs; Planning, preparing and conducting human factors research; Preparing, conducting and coordinating evaluations or study plans, with cost estimates, for programs in response to customers needs using appropriate principles and practices.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

You will receive credit for all qualifying experience, including volunteer experience.
