Duties

  • Performs and supervises a staff of HR professionals in the full range of HR operations work related to employee relations, labor relations, performance management, and employee benefits.
  • Responsible for Employee Relations/Labor Relations program planning and management, including Reasonable Accommodations and Labor negotiations.
  • Provides administrative oversight for performance management programs.
  • Provides authoritative guidance on employee benefits enrollment, coverage and related payroll/personnel actions.
  • Develops solutions to complicated, complex or non-standard problems related to the assigned HR specialty areas.
  • Takes a lead role in planning and implementing human resources management projects.
  • Develops Standard Operating Procedures to be used by HR professionals and administrative HR liaisons in DOJ serviced organizations.
  • Provide guidance and direction to management officials and administrative staff in interpreting and explaining statutory and regulatory information and FLRA and EEOC decisions.
  • Work in partnership with serviced organizations to develop strategic long-range policies and procedures related to labor relations and employee relations.
  • Develop and implement automation and technology strategies for agency performance management programs.

Qualifications

To qualify for the position of Supervisory Human Resources Specialist (Employee Relations/Labor Relations) at (GS-0201-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).

To qualify for the GS-14, you must possess the following: At least one year of specialized experience equivalent to the GS-13 grade level in the Federal service: 1) Performing policy or operations work in the HR specialty areas of Employee Relations and Labor Relations.

You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 02/01/2022.

    Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.
