This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of title 5, U.S.C.

Incumbent typical work assignments may include the following:
  • Reviews, analyzes, and interprets legislation, appropriation language and Office of the Secretary of Defense / Office of Management and Budget (OSD/OMB) directives pertaining to Federal law enforcement.
  • Analyzes obligation & expenditure rates.
  • Prioritizes and distributes funding within controls.
  • Inputs and extracts data from FM systems to perform budget functions.
  • Supports the development and submission of the POM and all future oriented reports in order to ensure linkage with the budget.

Qualifications

Additional Conditions of Employment:
  • Employees assigned to this position are designated as MISSION CRITICAL EMPLOYEES. Mission Critical employees may be required to report for, or remain at, work in dismissal of closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruption of government operations and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
  • In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

COVID-19 Vaccination: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your specialized experience in: 1) Applying knowledge of a department's Planning, Programming, Budgeting and Execution; the Office of Management and Budget; and Congressional Budget processes; 2) Providing technical guidance to management or higher level officials on budgetary/financial management laws, policies, procedures, regulations, and directives; 3) Projecting/analyzing the potential effects of financial/budgetary actions on the viability of major programs/operations, and recommending approval/disapproval of budget request/justifications; and, 4) Applying knowledge of the federal budget process in order to prepare the POM, Future Years Plan, and respond to financial data calls.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.

PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce.
