Duties

  • Serves as an operations research analyst on a multi-disciplinary team performing segments or major phases of studies, which require the design, development, and adaptation of mathematical, statistical, econometric, (continued)
  • ...and other scientific methods and techniques to analyze management problems for which decisions must be made under uncertain conditions.
  • Develops specialized studies in support of organization and resource utilization throughout the Agency, develops and conducts review, and leads or participates on Integrated Product Teams (IPTs) or other groups in producing projects and studies.
  • Involves identifying and integrating significant internal and external program, policies, procedures, practices and systems affecting the entire Agency in the areas of organization, resource management and business administration.
  • Develops analyses and evaluates new or modified programs, policies, procedures, associated goals and objectives, and mission operations.
  • Reviews, prepares, and presents oral briefings and written reports outlining the status, results, and significant aspects of ongoing and completed projects.

Qualifications

To qualify for a Operation Research Analyst, your resume and supporting documentation must support:

A. Basic Education Requirement: A Bachelor's Degree or higher in operations research. OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
    Senior level operations research knowledge sufficient to apply new analytical developments, methodologies and research findings to broad studies of new, developing, innovative or unprecedented manpower management areas. Ability to apply research techniques and obtain concomitant information concerning subject studies so as to be able to perform sound analyses and make viable recommendations. Knowledge and experience of manpower management and workload studies to ensure systems integration and resolve issues, develop guidelines, studies/analysis, regulations and policies. Ability to create and present analytical reports, and correspondence to senior executives within the agency and to OSD staff. Responsible for agency program management for organizational modeling and manpower management.


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

If the position has a minimum education requirement and/or you are using education to qualify in lieu of specialized experience, you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
