You may qualify at the GS-14 level, if you fulfill the following basic educational requirement and one year of specialized experience at the GS-13 grade level:
Basic Educational Requirements:Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following: 1) Experience in preparing Federal financial statements; 2) Demonstrated working knowledge of the USSGL and OMB Circular A136, Federal Credit Reform Act implications, and reconciling agency budget and financial information with Treasury and OMB; 3) Experience with cash and tie point reconciliations between agency systems and those with OMB and Treasury (CARS/GWA, GTAS, MAX, etc.) with multiple TAFS. CGFM, CDFM, CPA, and CIA are helpful but not essential to qualifying at the GS-13 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

As Lead Accountant, you will:
- Serve as the agency's subject matter expert (SME) for federal & reporting accounting requirements as promulgated by the Federal Accounting Standards Advisory Board (FASAB). Acts as a liaison with the Treasury, Office of Management and Budget (OMB), and other external regulatory bodies to provide information and resolve issues related to agency's reporting.
- Identify and investigate complex differences in accounting and budget records (e.g., CARS, GTAS, Max, and Oracle general ledger accounts); oversees the preparation of reconciliation worksheets; reviews and follows up on adjustments identified during the reconciliation process.
- Review and reconcile SF 132 Apportionments and Reapportionment Schedules approved by OMB with activity reported in SF 133 to ensure completeness and accuracy.
- Monitor the monthly closing of Oracle financial system; performs reconciliations to ensure that all monthly accounting functions have been performed on a timely basis, double-checks that required entries have been recorded, and performs validations to see the general ledger account balances are accurate.
- Monitor the integrity of the accounting records through monthly reconciliations of general ledger accounts.
- Review and analyze accrual calculations, account balances, abnormal balances, and inconsistencies. Proposes various adjustments, corrections, and reclassifications of the monthly trial balances.
- Analyze and review all finance and insurance disbursement requests to ensure supporting documentation is complete and accurate. Verifies all amounts withheld at closing are properly recorded in the general ledger.
- Serve as Subject Matter Expert (SME) for Federal government accounting/reporting, cash and SF 224 reconciliations, USSGL structure and transaction flows, and preparing and reviewing responses to auditor (PBC) requests.
- Lead GTAS processing, assist reporting staff in preparing GTAS submissions, and correcting errors and warnings received during GTAS submissions.
- Lead TROR reports preparation and reporting.
- Draft and review financial statements and related footnotes and schedules to prepare DFC's annual financial statements.
- Maintain reporting integrity through the reviews of accounting and funds control systems.
- Liaise with OMB and Treasury to ensure DFC's credit reform reporting and subsidy re-estimate processes comply with reporting requirements.
- Review financial accounting and budgetary data in accordance with the requirements of federal accounting standards, the Credit Reform Act of 1990, OMB circulars and regulations, and U.S. Treasury guidance. Monitor the results of the financial transactions required by credit reform requirements.
- Prepare annual subsidy re-estimate accruals; prepares associated non-expenditure transfer requests and requests for appropriation warrants; reviews interest due to and due from Treasury calculations using the OMB Finance Account Interest Calculator (FAIC), as required under the Credit Reform Act of 1990.
- Revise and recommend adjustments to agency's policies, develops operating policies and procedures, and monitors and updates unit guidance documents and procedural guides.
- Provide guidance to DFC's Budget Officer and OMB's Budget Examiner on the accounting aspects of budgetary reporting information used in MAX schedules.
