As a Health Scientist, you lead and manage the design, development, implementation, maintenance, analysis, collection, and reporting on both aggregate and individual level data that leads to program monitoring, oversight, and management.

Your major duties and responsibilities include:
  • Conducting and participating in the analysis of program data and the preparation of dissemination/reporting materials.
  • Selecting appropriate techniques for obtaining data for program analyses from public sources, private sources, and grantees to help ensure adequacy and accuracy of the data.
  • Analyzing reports and data collected and reported by grantees and contractors.
  • Identifying, designing, and conducting analyses of program data.
  • Using analyses to help Project Officers guide program monitoring and provide oversight.
  • Preparing written materials of a scientific and programmatic nature of findings, analyses, and progress on grantees.
  • Presenting both written and orally to HRSA/BHW staff as well as to the public.

QUALIFICATION REQUIREMENTS:

Basic Requirements

OPM IOR EDUCATON REQUIREMENT:

You must have a Bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

You must provide a copy of your unofficial transcripts that verify that you meet this education requirement by the closing date of this announcement. A copy of a diploma is not acceptable as verification.

In addition to meeting the education requirement, to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

Examples of qualifying minimum qualifying experience equal to the GS-12 level, include performing the following types of tasks on a regular and recurring basis:
  • Using statistical software (i.e., SPSS, SAS, etc.) to model and manage large and complex data sets related to public health programs
AND
  • Providing technical guidance on the administration and analysis of statistical surveys, data collections plans, and evaluation of public health programs;
AND
  • Writing research and scientific reports, summaries, etc. based on the data you collected and evaluated to document accomplishments for public health programs and initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

SCIENTIFIC KNOWLEDGE - Provides knowledge or conducts studies of a body of information based on empirical or theoretical processes and principles in relation to scientific laws; arranged and communicated by qualitative and quantitative descriptions, and based on observation and experimentation.

STATISTICAL ANALYSIS: Uses descriptive or inferential statistical methods to collect, explore, and present large amounts of data to discover underlying patterns and trends.

SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.

Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.
