Duties

Position responsibilities include:
  • Provides technical guidance on all phases of planogram (POG) creation and shelf space allocation for commissary departments and product categories.
  • Determines the most effective use of space based on store size, shelf fixtures, and product movement based on business rules, sales, and forecasted demand.
  • Uses commercial software to produce visual diagrams for each category for each section of the store by identifying where every product should be placed on the shelves.
  • Maintains a current library of category sets by store class, linear feet, and/or by store(s) and keeps those POGs current based on additions, deletions, or other changes to the categories.
  • Serves as a Commissary Management Specialist working with category managers and category manager teams.

Qualifications

Your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management.

(A) one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military, OR (B) master's or equivalent degree, or two full years of progressively higher graduate level education leading to such a degree, or LL.B. or J.D. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

By the announcement closing date you must also meet the following requirements:
- Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. Current federal employees applying under VEOA eligibility are subject to time-in-grade. - Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

Foreign Education . If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.

Additional information

  • Employees who accept downgrade assignments (i.e., change to lower grade) for positions filled through the CCP may be entitled to pay retention under certain circumstances. See DeCAM 50-18.1 , Chapter 6, section 7.
  • Applicants with a Permanent Resident Card (aka Green Card) are authorized to live and work in the U.S. but are not eligible for employment in positions requiring U.S. citizenship. This position requires U.S. citizenship.
  • If Permanent Change of Station (PCS) is authorized and you PCS'd at government expense within the past 12 months, additional government funded PCS may not be authorized; however, you may choose to pay your own moving expenses.
  • Most civilian PCS entitlements are now taxable. The Relocation Income Tax Allowance (RITA) reimburses eligible employees for additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income.
