ATCS is seeking an energetic, highly motivated, detail-oriented, self-starter to join our team as a Transportation Water Resources Director. The ATCS Transportation Water Resources Director will provide leadership and oversight for the Transportation Water Resources staff and projects across the company and report to Transportation Design Discipline Lead. Overall responsibilities focus on establishing and managing an effective discipline-specific organization to deliver high quality services and ensure long term stability of future workload, with the ability to scale as the company continues to grow. A major focus of the position will include business development responsibilities across the company footprint and working with the Transportation Design Discipline Lead, Transportation Practice Lead, Chief Strategic Officer, Regional Managers, and office Engineering Operations Managers to identify, pursue, and win new work. The position has overall responsibility for executing work according to the companys Quality Management Plan (QMP) to continually improve the quality of ATCS Transportation deliverables. Ideally, this role will report out of the Baltimore, MD or Herndon, VA office locations. We may be flexible for the right candidate. Key Role Requirements: Oversight and leadership of the existing ATCS water resources discipline portfolio with strong managerial skills in the areas of traditional delivery and alternative delivery Business development duties to help expand the discipline across and within the company footprint through the identification of new clients and pursuits including attendance at conferences and involvement in key organizations Corporate responsibility for longer term strategies including development of a strategic growth plan (GAP Plan) specific for the Transportation Water Resources Discipline inclusive of client, markets, and geographies working with the Transportation Design Discipline Lead, Transportation Practice Lead, Chief Strategic Officer, Regional and Engineering Operations Managers. Overall responsibility for maintaining and enhancing relationships with current clients to ensure high quality ATCS services are being delivered. Strategic resource/capabilities planning, to include evaluation of talent needs including support for development of skills and capabilities of staff members. Assess talent requirements and abilities across the company to ensure ATCS staff has deep and versatile skill sets to continue to provide quality services and deliverables well into the future Mentor and partner with staff across the offices, support the development and implementation of career development plans to promote staff retention and growth Support the Engineering Operations Managers in recruiting and hiring new staff as necessary Guidance for managers in all offices to mentor and partner with each to ensure application of Discipline policies for quality work and project staffing levels Assist Operations Managers with business planning, hours/revenue planning and forecasting, workshare and staff balancing as necessary Will serve as QA/QC Lead when necessary, continue implementation of ATCS QMP plan for the discipline and ensure its application and consistency across the offices for all Transportation Water Resources project deliverables and products Additional focus will include developing and maintaining a discipline plan for expectations of project delivery, client communications/coordination, management, and staffing/resource coordination Contract management duties on key contracts, if necessary, to maintain and build new business across the company footprint Basic Requirements: Bachelor's Degree in Civil Engineering; Masters degree preferred 20+ years of diversified technical experience in Transportation Water Resources Professional Engineer (PE) with the ability to obtain VA, MD, NC, SC, and PA licenses Existing relationships with clients, as well as other local engineering firms, with the ability to provide exceptional client service Substantial knowledge and understand of alternative delivery preferred; Experience serving as the Water Resources manager on DB or P3 projects a huge plus Strong communication and time management skills with the ability to effectively oversee staff, projects and multiple priorities Active in professional organizations, preferably having served on committees or held positions of responsibility Ability to travel as needed ATCS, PLC is an affirmative action and equal opportunity employer.
