Supervisory Contract Specialist -Construction NF5
Serves as the Supervisory Contract Specialist for the Procurement Branch, specializing in construction, with oversight authority of nonappropriated fund (NAF) procurement actions at the NAF Business and Support Services Division (MR) and supports NAF procurement at Marine Corps Community Services (MCCS).
Interprets and applies Department of Defense (DoD), Department of Navy, and USMC NAF procurement rules and regulations. Serves as subject matter expert and a senior advisor on MR procurement policy and provides guidance to customers, colleagues, and staff. Uses federal procurement laws, command contracting regulations, instructions and Comptroller General decisions as reference to complete work. Exercises experience judgment, initiative and resourcefulness to identify aspects of regulations and laws for application, to design new provisions or innovative financial arrangements to develop justifications that include modifications that may deviate from usual practice.
Plans, organizes work, and manages procurement actions and resources to ensure maximum productivity and economies. Monitors participation in system-wide contracts and determines applicability of other NAF or APF contracts for MR and MCCS use. Frequently communicates with senior staff, technical and legal experts, other DoD personnel, and installation personnel on procurement matters. Represents the branch both within and outside the organization.
Performs a wide range of contract functions such as procurement planning, solicitation development, proposal evaluation, price analysis, contract negotiation, administration, and termination. Responsible predominantly for construction and A&E services, may assist with information technology, financial support services, and revenue-generating operations. Requirements typically involve construction and Architect/Engineer (AE) contracts up to $5 million. Plans, develops and establishes contractual strategy for the assigned procurements. Reviews purchase requests and statements of work to evaluate requirements definition, certification of funds availability, and type of procurement action to be exercised. May issue requests for information, quotations, and proposals. Obtains legal, technical, and other necessary reviews and approvals to complete procurement actions.
Composes clear, concise, and effective original correspondence and memoranda. May serve as lead negotiator in developing pre-negotiation strategies, conducting negotiations for acquisitions and in directing post-award negotiations involving contract changes or modifications. Administers assigned contracts to include requests for corrective actions, termination notices, and resolution of disputes. Prepares findings and determination memoranda documenting basis for non-competitive procurement, contract award, modification, and termination decisions. Maintains contract files pertaining to all phases of procurement from solicitation through contract award, post award administration, and final retirement of files. If appointed as contracting officer, solicits, awards, and administers complex, high-dollar contracts.
May conduct assistance visits at Marine Corps field activities. Meets with MCCS senior staff to inform on purpose of visits, subsequent findings, provide documented findings and to follow up with command inquiries and responses. Evaluates overall program effectiveness, administration, technological use, and allocation of resources to ensure effective and efficient procurements that meet the needs of the organization. Conducts procedural inspections and reviews for compliance with Marine Corps policies and regulations. Reports discrepancies or noncompliance. Makes recommendations on corrective actions and conducts follow up inspections.
Provides staff guidance and supervision on work to be accomplished, procurement policy, and MR mission. Coordinates and integrates work of subordinate staff into a completed work product. Provides input to Branch Head on employee performance and skills. Provides training and guidance to new employees. Serves as primary trainer on branch functions and procedures. Reviews and comments on staff reports, memoranda, and taskers. Supervises employees to include: coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards. Must be alert to alcohol and substance abuse, and take appropriate action.
Intervenes and settles contractual discrepancies between staff, requiring activities, and contractors. Plans and adjusts work operations to meet emergency procurement requirements without sacrificing quality or quantity of own work. May assume assignment to task forces and special work groups tasked with reviewing, planning, and executing new operational methods and programs. Deals effectively with individuals or groups representing divergent backgrounds, interests, and points of view.
A Bachelor's Degree in accounting, acquisition planning, business, finance, law, contracts, purchasing, or economics, or a related field appropriate to the work of the position and four years of construction procurement experience with one year of supervisory experience; OR a combination of college level education and experience equivalent to and that demonstrates skill to solicit, award, administer, and manage complex high-dollar government related procurements, with five years of supervisory experience; OR appropriate specialized experience in soliciting, awarding, administering and managing complex, high-dollar government related procurements requiring source selection procedures, with five years supervisory experience.
Experience in executing a wide variety of contract requirements and types (construction, A&E services, and information technology are highly desired). Knowledge of procurement regulations, contract law, and acquisition planning. Knowledge of government and commercial procurement practices, policies, and procedures. Knowledge of contract administration. Excellent leadership and staff development experience, demonstrated track record of problem solving and process improvement, and ability to function in a collaborative manner with staff at all levels of the organization. Proficient in the use of Microsoft Office Suite and excellent interpersonal, written, and verbal presentation skills. Skill to supervise employees in the accomplishment of work.
This position is designated as a Position of Trust, and the incumbent must be eligible for a background check. Appointment and continued employment is subject to a favorable National Agency Check with Inquiries (NACI) background check. Must file an annual Confidential Financial Disclosure report (OGE form 450).
Eligible for incremental telework as determined by MR/MF policy.
