Duties

As a FINANCIAL OPERATIONS ANALYST, GS-0301-12/13/14, your typical work assignments may include the following:
  • Provides analysis of budget, financial, and operational management activities for USDS, focusing on monitoring budget vs actual fiscal performance and monitoring the operating budget.
  • Provides financial management support for all aspects of USDS travel and events as it relates policies and procedures, operations, financial reporting, audits, and analysis.
  • Enters and processes requisitions, modifications, and de-obligations into the procurement system and monitors and tracks the award documents and, upon completion, builds the OMB contract file.
  • Maintains budget spreadsheets for Salaries and Expenses (S&E) initiatives and completes updates for obligations against budget and cost to complete.
  • Conducts portions of financial reviews and audits, in conjunction with the OMB Budget Officer ensuring budgets, obligations and expenditures are consistently reconciled against accounting system data for accuracy.
  • Performs budget analysis on future expenditures and current burn rates, completes a break-down of contract spending, and examines budget costs and budget breakdowns of S&E funds according to percentage rates, Components, vendors, budget object classes, and offices.
  • Performs financial program control.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service or private sector that demonstrates your ability to: assisting with financial management operations and activities; assisting with budget analysis, execution, and/or formulation functions and activities; assisting with agency travel activities and events in compliance with the Federal Travel Regulations.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates your ability to: managing financial management operations and activities; performing budget analysis, execution, and/or formulation functions and activities; managing agency travel activities and events in compliance with the Federal Travel Regulations.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service or private sector that demonstrates your ability to: overseeing financial management operations and activities; performing budget analysis, formulation, and execution functions and activities; overseeing agency travel programs in compliance with the Federal Travel Regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Under Executive Office of the President (EOP) policy, which was issued on September 20, 2021 consistent with the President's Executive Order on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees (Executive Order 14043), all EOP staff are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
