Duties

Major Duties:
  • Conducts training and outreach with individual lenders throughout assigned areas to survey operations and met with underwriters, processors, loan originators, and loan closers/shippers to ensure they are complying with laws, regulations, and all VA Home Loan program directives.
  • Responsible for completing in-depth post guaranty loan reviews.
  • Decides what needs to be done by identifying the nature of the problem, question, or issue; determining the need for obtaining additional information through oral or written contacts or by reviewing regulations and manuals.
  • Reviews VA loan applications and closings in order to detect procedural or technical errors and brings errors noted to the lender's attention for correction.
  • Makes eligibility determinations and issues COEs.
  • Guides, counsels, and instructs program participants on aspects of the VA Home Loan program through personal and/or written contacts.
  • Underwrites highly complex loan applications submitted to VA on a prior approval basis.
  • Drafts responses to correspondence from various stakeholders.
  • Collects, researches, analyzes, interprets, retrieves, and inputs data for/from a variety of computer systems utilized in LP.

Qualifications

This position has Individual Occupational Requirements(IOR), which have been established by the Office of Personnel Management which must be met in addition to the standard specialize experience.

Education:
Undergraduate and Graduate Education: Major Study--finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
--------------------------------------------------------OR-----------------------------------------------------------------------------Specialized Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience:
For a GS-11 level position, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:
  • basic loan processing and/or loan servicing skills
  • mortgage underwriting/financial background
  • residential real estate sales background

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

To calculate, first identify the percentage of education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You still must meet the IOR for the specialized experience and education when using the combination to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work performed is usually sedentary, but does involve standing, walking, bending, lifting and carrying objects weighing up to 50 pounds.
