Duties

As an IT Project Manager in the Engineering and Application Development Section, responsibilities will include, but are not limited to, the following:
  • Overseeing the performance of complex and highly sensitive administrative, analytical, and technical duties relative to IT project management, systems development, testing, evaluation functions, life cycle logistics, resource management, risk management, and leadership as an IT Project Manager.
  • Serving as a senior expert and Business Relationship Manager (BRM) for the Division, monitoring and analyzing customer satisfaction, documenting processes, overseeing needs and conducting detailed requirements analyses.
  • Providing leadership and coordination to teams of technical personnel who perform a wide range of functions related to design and implementation of IT Services.
  • Collaborating with project managers to develop and monitor realistic project management plans, assisting in the development of Stakeholder Analysis, Work Breakdown Structure and Schedule.
  • Serving as a Contracting Officer's Representative (COR) by, initiating contact and providing expert technical advice and direction to contractor professionals performing IT projects that involve substantive, mission-oriented programs or which have a high degree of complexity or risk.
  • Developing systems, procedures, and formats necessary for project tracking, monitoring, and reporting of IT initiatives.
  • Coordinating a portfolio of IT-related projects from initiation to completion, including project management of new and ongoing projects.
  • Developing, modifying, or providing input to project plans; implementing project plans to meet objectives; coordinating and integrating project activities.
  • Defining measures, monitoring performance of project management activities, and implementing corrective actions as required.
  • Evaluating business processes, developing requirements, uncovering areas for improvement, and implementing solutions that eliminate inefficient and redundant processes.
  • Developing alternate solutions to address work complexities such as time and costs, versatility and innovation, and short cuts or compromises that are considered risky.
  • Resolving unusual demands caused by extraordinary urgency, safety, or economic restraints. Interpreting and applying government-wide and industry best practices. Maintaining currency in emerging technologies. Performing additional data systems and analysis work, and other duties as assigned.

  • This is a non-supervisory position which may require completion of a one-year probationary period, in accordance with 5 CFR 315.801.

Qualifications

To qualify for this position at the GS-14 level, applicants must have one year of specialized experience at or equivalent to the GS-13.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. This experience must be identified in your resume.

Examples of specialized experience at the GS-13 level include: simultaneously managing multiple IT projects; developing and improving IT standards and processes for quality assurance and process improvement; applying project management methodology in coordination of IT-related projects, from initiation through completion; serving as a Quality Assurance subject matter expert; reviewing and managing Automated Litigation Support (ALS) project contracts.

AND

Individuals must have IT-related experience demonstrating EACH of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (any individual who uses or receives the services or products produced by your work unit, including the general public, individuals who work in the agency, other agencies or organizations outside of the government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; is committed to providing quality products and services; knows about available products and services.
  • Oral Communication - Expresses information (i.e., examples, facts, ideas) to individuals or groups effectively, taking into account the audience and nature of the information (i.e., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Please Note: Experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.     Due to COVID-19, if selected, you may be expected to temporarily telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to an Antitrust Division workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the Antitrust Division's telework policy.
