Duties

  • Plans and coordinates construction security certification and accreditation activities that ensure new construction and major renovations of overseas diplomatic facilities comply with Overseas Security Policy Board (OSPB) standards.
  • Approves plans and schedules for on-site compliance reviews and accreditation inspections for overseas diplomatic facilities. Coordinates activities to optimize the use of available personnel on accreditation inspection teams.
  • Coordinates the preparation of documents required for certification to Congress or confirmation within the Department for capital construction and major renovation projects. Ensures that congressional certification packages are correctly prepared.
  • Develops and coordinates the implementation of new initiatives to improve the effectiveness and efficiency of the construction security certification and accreditation programs.
  • Establishes and maintains liaison and serves as the focal point for coordination and communication with relevant Department bureaus and overseas diplomatic facility personnel regarding construction security policies and standards.

  • U.S. Citizenship is required.
  • One year probationary period, unless excepted by regulation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Verification of employment eligibility in the United States is required.
  • Incumbent will be subject to random drug testing.


Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

-Experience managing construction security certification and accreditation of new construction and major renovation projects.

-Experience reviewing plans and drawings for renovations and construction projects for compliance with relevant security policies and standards.

-Experience overseeing assessment reviews for construction projects.

There is no substitute of education for specialized experience for the GS-14 position.
