Duties

  • Incumbent provides national level coordination, leadership, and guidance for the Directorate, other divisions located within Headquarters, State and BLM field offices, and the National Operations Center (NOC).
  • Responsible for improving and integrating our processes and information to more effectively satisfy the mission requirements of the mineral and realty programs nationwide.
  • Coordinates with the extended leadership team to provide the direction and management needed to meet the goals and objectives within the Directorate and BLM as a whole in accordance with current policies.
  • Provides program direction of system development including minerals and realty systems; integration with other BLM systems and decision processes; administration, coordination and integration into all appropriate BLM management systems and processes.
  • Provides agency leadership and direction for all minerals and realty automation matters.
  • Serves as chief representative of the Assistant Director with IT leadership on complex and significant problems regarding enterprise architecture, business process improvement/re-engineering, information management, and systems development.
  • Ensures database and application requirements are coordinated with, and where appropriate, integrated with other requirements and systems in BLM, DOI, and our other partners and customers.
  • Coordinates the strategic and capital planning activities with the Information Technology Investment Board (ITIB), NOC and national IT-related entities.
  • Develops and maintains business cases for national energy, minerals, and realty systems.
  • Develops systems, procedures, regulations, standards, manual guidance, and policy for minerals and realty business transformation and incorporation of data and information, goals and objectives and development of alternatives.
  • Provides input to budget, programming and annual work planning and to monitoring and evaluation functions where appropriate.
  • Provides expertise and/or program oversight on process, data, and automation issues related to the Directorate and serve as an interface between the business and Information Technology.
  • Leads and manages the Minerals and Realty Business Transformation projects and develop project charters for approval by the AD.
  • Provides coordination, leadership, and guidance for improving and integrating processes and information to more effectively satisfy the mission requirements of the energy, minerals, and realty programs.
  • Leads and coordinates the teams to enhance and integrate business processes and information management.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: experience leading interdisciplinary project teams, improving and/or automating complex business processes for regulating and managing energy, mineral, and realty resources and the associated data and records; experience working with user/stakeholder teams to define goals, processes, and data requirements; and experience developing and adopting data and records management requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for specialized experience at this grade level.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
