Duties

  • Provides supervision and management sufficient to ensure public and employee safety and preservation, maintenance, and improvement of the Kennedy Center structure and property.
  • Supervises the planning, preparation, and operation of maintenance programs, which range widely.
  • Oversees the administration and management of the MEP Branch space management program regarding realty and budgetary actions. Develops real estate policies and directives for establishment of procedures, controls and management of MEP.
  • Develops long-term relocation plans based on space utilization and forced moves.
  • Ensures the establishment and maintenance of record files for MEP to include factors as leasing data, costs, lease terms, utilities and services provisions, conditions of space assignment, authorized sizes, maps, etc.
  • Plans, organizes, and directs the activities of the Kennedy Center MEP Division, ensuring that management of building, utility, equipment, and facility maintenance programs comply with legal and regulatory requirements.
  • Plans, coordinates and provides performance of supervisory functions, such as: plans work to be accomplished by divisions, sets and adjust short-term priorities, and prepare schedules for completion of work.
  • Utilities the Computerized Maintenance Management Software (CMMS) Program to formulate a comprehensive annual planning program for Maintenance Shop activities. Maintains production reports and records in the facility management software system.
  • The incumbent uses the CMMS to manage inventory and perform condition assessments within areas of responsibility, does so as needed but no less than yearly and incorporates findings into work plans.
  • Administers and serves as Contracting Officers Representative (COR) for the MEP programs. Monitors progress and workmanship of the contractors, makes final inspection of the completed work, and reports all findings to Contracting Officer.

Qualifications

At the GS-13 level, you must meet the following minimum qualification:

One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience directing, coordinating, and overseeing the maintenance, repair, rehabilitation and replacement of mechanical, electrical and plumbing (MEP) infrastructure; experience in architecture, construction, engineering, and facilities management in order to plan, coordinate and design, construction, operation, maintenance and repair of facilities; and experience writing and developing policies related to facilities management.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

The duties of this position are suitable for telework only during an emergency or natural disaster.

Stipulations of Employment:

Selection may require completion of a 1-year supervisory or managerial probationary period.

Work Schedule:

This position requires a fixed work schedule; flexible work schedules will not be authorized.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
