Duties

  • Plans, organizes, and directs the activities of the NGB/ A2/3/6/10 Cyber and Space Systems Engineering Branch, ensuring that communications and computer systems, cyberspace, unified communications and spectrum engineering, deployment and employment activities comply with legal and regulatory requirements and meet customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Perform staff functions in a MAJCOM-level headquarters involved in communications and computer systems, cyberspace, unified communications systems and spectrum management.
  • Represents NGB/AZ/3/6/10 to a variety of DOD entities including, SAF/CIO A6, DISA, AF MAJCOM, NGB Joint Staff and ANG Wing/GSU organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, there is no Group Coverage Qualification Standard for this series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes directing the management, architecting, engineering, and integration of short/long term organizational, objectives by developing strategies for highly complex and technical communications and computer systems, cyberspace, unified communications architecture and spectrum operations affecting operating locations worldwide. Uses independent judgment and action in the implementation and administration of the assigned enterprise program areas.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery of applying policy and planning concepts and practices through project management methods while working with other departments to establish priorities for IT investments. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Mastery of and skill in applying project management methods to systematically modernize and sustain enterprise network systems. Comprehensive knowledge and understanding of network architecture sufficient to lead the implementation of major projects which may include redesigning network infrastructure in response to changes in network technologies, network requirements or IT security issues.
  • Mastery of and skill sufficient to manage the design and re-design of network architectures, to include evaluating and defining enterprise level infrastructure requirements, selecting hardware and software components, assemble organic contracted installation teams, coordinate all project specific network implementation planning, and oversee implementation and testing.
  • Expert knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art which may require significant application of new principles.
  • Extensive knowledge of security regulations, practices, and procedures.
  • Ability to communicate effectively, both orally and in writing.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
