Duties

  • You will be the Team Leader/Limited Warranted Contracting Officer responsible for all contractual procurement matters as well as the overall management and operations of the Contracts Support Division, in the Division manager's absence.
  • You will lead, train, and mentor a team of contract specialists with additional support from Navy acquisition program civilians.
  • You will be the contracting representative for the assigned programs with the responsibility to effect timely procurements while preserving the integrity of the contractual arrangements.
  • You will meet regularly with your team, assigned program representatives, vendors and leadership to facilitate accountability and ensure timely execution of actions.
  • You will conduct and coordinate general functions of the division and be responsible for cradle to grave contracting, to include monitoring milestones for timely execution.
  • You will conduct advanced planning, negotiation, and administration of highly complex contracts.
  • You will be responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
  • You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, nonprofit organizations, and State or Local governments for furnishing supplies and services.
  • You will review and issuance of contractual actions up to warrant authority of $150 million.
  • You will administer contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • You will terminate contracts by analyzing, negotiating, and setting claims and proposals.
  • You will evaluate cost or price proposals and accounting systems data.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level III. If you are not certified you must achieve certification within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by date of employment except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector as a professional contract or procurement specialist providing leadership advice and guidance on developing solicitations and contract documentation through award (e.g. solicitations, cost analysis, price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of supplies and services. Examples of qualifying experience may include, and are not limited to: 1) Providing advice on contract or procurement policies and procedures; 2) Analyzing acquisition strategies to provide recommendations for contract awards; 3) Reviewing and executing contract actions as a contracting officer; and (4) Leading and mentoring teams of contracting professionals.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
