Duties

  • Ensures that the Office of Business Development's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's objectives and work.
  • Reviews all recommendations from staff regarding appropriate action on 8(a) contract actions such as, release of 8(a) requirements, Bona Fide Office, Waivers (Threshold, Business Activity Targets, Contract Terminations, etc.) and provide recommendations for approval/denial.
  • Assists in developing policies and plans for strengthening the Agency's 8(a) Business Development program and for ways and means to target Federal procurement dollars to flow to 8(a) firms.
  • Lead 7(j) Management and Technical Assistance Program. Providing oversight and direction on the delivery and assistance to eligible small business through grants/cooperative agreements and contracts.
  • Implement and design programs to maximize and strengthen businesses utilizing the 7(j) Management and Technical Assistance Program.
  • Works directly with the Office of General Counsel to assure all recommendations are legally appropriate and in accordance with statutory, regulatory and policy requirements.
  • Implements outreach efforts to promote an appropriate geographical and industrial mix of participants in the 7(j) Management and Technical Assistance Program.
  • Conducts and/or participates in seminars, conferences and workshops providing leadership and advice eliciting support and participation of SBA offices, other Federal agencies, private sector businesses and organizations for the benefit and participation of small and disadvantaged firms in the 8(a) program.

  • Due to COVID-19, the SBA is currently in an expanded telework status. If selected, you may be permitted to temporarily telework from a location outside the official duty station described in this announcement.

Qualifications

GS-14: One year of specialized experience (equivalent to the GS-13 grade level in the Federal service) obtained in either the private or public sector which demonstrates experience providing analysis and evaluation of contracting matters in order to develop policy, procedures, guidance and control for subordinate contracting activities; and conducting studies, analyzing data, and monitoring internal operating procedures in order to recommend improvements.
