  • Coordinates complex and sensitive projects that involve a combination of information technology specialties including data management, software engineering, and systems analysis.
  • Plans, directs, coordinates, and reviews comprehensive technical studies or projects where the boundaries of the studies/projects are extremely broad and difficult to determine in advance.
  • Directs and conducts studies and analyses to define data, workflow, and interrelationships among Agency components, databases, and practices to assess their effects on current systems processes.
  • Formulates comprehensive recommendations to OARO management on methods and initiatives to improve these processes.
  • Serves as principal planner and advisor to OARO management, working with senior technical and managerial representatives in Systems organizations on development of directives, standards, specifications, policies, strategies, guidelines, procedures.
  • Uses teams of OARO employees to participate in QA systems studies. Provides overall direction; guides the teams in forming recommendations and resolving problems and oversees development of the final report.
  • Develops short- and long-range plans, applications systems, and procedures governing the direction of information technology initiatives within OARO.
  • Identifies and integrates internal and external issues affecting the immediate organization, such as those involving technical and administrative factors.
  • Prepares background papers, confidential reports, briefing materials, recommendations from Director to Associate Commissioner, other OARO offices, the Office of the Commissioner, or other Agency offices, which involve SSA-wide IRM program issues.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

To qualify for the GS-14, the applicant must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include leading data management strategy and policy for enterprise-level data repositories and operating models; integrating data infrastructure planning and management within the information technology/systems development lifecycle; and prioritizing outcomes based on data analytics and reporting through research projects and program initiatives. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To qualify for the position, the applicant must demonstrate the following Selective Placement Factor:

Knowledge of advanced IT principles, concepts, methods, standards, and practices, with specific experience transforming and integrating operational business data to support historical data analysis.

To meet this requirement, the applicant must demonstrate four (4) out of the following six (6) experiences:
  • Experience analyzing business requirements and creating conceptual data models and architectures to communicate as-is and to-be system states to business and IT staff.
  • Experience translating conceptual data models into logical data models to communicate requirements to IT staff.
  • Experience designing dimensional data models to support historical reporting and advanced data analysis across the Enterprise.
  • Experience designing and architecting data transformations and integrations of Enterprise datasets to support building of data warehouses and data marts for decision support.
  • Experience architecting, designing, and implementing data lakes, and data warehouses at the Enterprise level.
  • Experience designing and overseeing use of large data repositories for reports and analytics.

OUTSTATIONING & LOCALITY PAY: Outstationing may be available to Atlanta, GA; Birmingham, AL; Boston, MA; Chicago, IL; Denver, CO; Falls Church, VA; Jamaica, NY; Kansas City, MO; New York City, NY; San Francisco (Oakland), CA; Seattle, WA. Salaries set according to locality pay provisions. This position is eligible for telework. Relocation expenses will not be paid.

This is a moderate risk public trust position.
