Duties

• Develop detailed construction cost estimates/current working estimates (CWE) as in-house design phase deliverables using professionally-prepared scopes of work, specifications and design drawings.
• Review similar estimates prepared by others, including contracted Architect-Engineer (A-E) firms.
• Prepare construction schedule estimates using scopes of work, specifications and design drawings. Review similar schedule estimates prepared by others, including contracted A-E firms.
• Prepare Independent Government Estimates (IGEs) for construction contracts utilizing CWEs prepared by inhouse or contracted A-E firms.
• Prepare IGEs for modifications to existing construction contracts using scopes of work, field data, reports, observations and the original contract documents.
• Prepare evaluations of prices submitted by offerors/bidders on construction contracts, and modifications; participate in contract negotiations, to assure fair and reasonable cost to the government.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes independently performing the wide range of activities associated with construction cost estimating for Corps of Engineers vertical and horizontal construction projects using the Tri-Services Cost Engineering System (TRACES) methodologies and associated software tools.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
