Duties

The U.S. Secret Service, Office of Enterprise Readiness, Procurement Division is responsible for procuring goods and services, preparing and administering sound contracts, to include, but not limited to such functions as; participating in the formulation and implementation of complex acquisition strategies and methodologies.

Duties may include the following:
  • Collaborate with the Division Chief and Assistant Division Chiefs in the planning and executing of an enterprise-wide procurement program.
  • Assist with the development and revision of procurement processes to promote efficient and effective mission accomplishment.
  • Develop and implement new procedures and processes used in the acquisition of goods and services to streamline and improve operational efficiency.
  • Establish and maintain liaison with a wide range of officials including top management and operating officials in other government agencies and the private sector.
  • Keep abreast of newly proposed or enacted legislation impacting procurement programs and program innovations at the federal, department, state, and local levels.
  • Formulate and evaluate budget activities/forecasts and justifications.

Due to COVID-19, U.S. Secret Service is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

  • Certify that you have registered with the Selective Service System or are exempt from having to do so, if you are a male applicant born after December 31, 1959.
  • Submit to a drug test prior (Urinalysis) to your appointment and random drug testing while you occupy the position.

NOTE: The person selected for this position may be subject to a one-year probationary period for supervisors/managers.

Qualifications

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized experience is defined as:

GS-15: Performing duties such as managing a centralized procurement operation enterprise-wide through subordinate supervisors; providing advice on the full range of procurement issues, programs and policies, and ensures that the interest of the agency are presented and understood; providing authoritative interpretations, instructions and guidance relative to all phases of procurement management; and developing and regularly assessing training and developmental needs of employees.

Certifications Required: Defense Acquisition Workforce Improvement Act Level III in Contracting (DAWIA Level III) and/or Federal Acquisition Certification in Contracting (FAC-C Level III)

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Positions may be eligible to receive Administratively Uncontrollable Overtime (AUO) added to base pay at a rate between 10-25%, based on management approval.
