Full Time

  • Utilize Excel and Access tools to assist in the implementation of the process to provide Operating Subsidy to public housing projects. In this role the employee will be responsible for the processing, validation and review of data and automated documents submitted to the Financial Management Division (FMD) by public housing agencies (PHAs).
  • Review and analyze complex situations, making recommendations and implementing creative solutions to financial problems.
  • Perform financial analysis using knowledge of various controlling authorities (laws, regulations, OMB circulars, GAAP, GASB) to identify trends and issues, assess the effectiveness of program implementation, compliance with program requirements, the financial performance and condition of PHAs and public housing projects, identify program accomplishments, or conduct quality control effort.
  • Develop reports using Excel, Micro Strategy, SharePoint, InfoPath, or other program software to implement either one time activities, prepare standardized documents, manage ongoing processes to collect various data/forms, or monitor the Field Offices' completion of tasks.
  • Participate in project teams to develop new software programs. The employee provide input and feedback to the project team to ensure that any new systems designed be responsive to FMD's business needs and can be integrated into other systems or processes that FMD uses in the Operating Subsidy process. The employee will assist in the development of business requirement documents and functional requirement documents, conduct testing of new systems, and perform other roles to ensure FMD's interests are represented as needed.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
    • Applying analytical and problem-solving techniques to identify financial trends and issues and developing solutions; AND
    • Developing financial analytical reports and presenting that data to management; AND
    • Conducting financial and risk assessments of financial data for policies, initiatives, and program budgets; AND
    • Providing direction or technical assistance applying controlling authorities such as financial laws and regulations (eg. OMB circulars)
    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-13 you must have been at the GS-12 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.


    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .
