You will receive credit for all qualifying experience, including volunteer and part time experience. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides advice and guidance to managers on training and employee development policy, programs and standards; develops workforce training programs in accordance with organizational strategic goals and objectives; facilitates the delivery of courses on an electronic learning management platform; coordinates delivery of training sessions with course developers, customers and other stakeholders; and develops and updates training policies and standard operating procedures.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.

Episodic and/or Part-time telework is available under the IHS Flexible Workplace Arrangement Program (FWAP).
Per IHS policy ( SGM 21-04 ) and E.O. 14043 , IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
- Analyzes the IHS strategic plan to identify Agency mission and strategic objectives. Formulates, recommends and implements training and educational policy, programs and standards to support long and short-range IHS strategic goals and objectives as laid out in the IHS strategic plan.
- Coordinates courses of action for a training or educational program and serves as primary or co-project manager. In those roles, leads and coordinates the effort to develop and implement that program. Develops written directives and instructions necessary to implement the program.
- Conducts briefings, prepares reports, promotes work efforts, products, and initiatives and takes other actions needed to inform, communicate, and market training and educational programs to customers and stakeholders.
- Ensures that the IHS Training Policy is updated periodically to reflect the latest developments related to training and education in the Federal government.
- Develops Standard Operating Procedures (SOPs) to support the IHS Training Policy or otherwise capture necessary steps for training-related processes or programs.
- Serves as lead and point of contact (POC) for IHS use of the current HHS learning management software platform (e.g., the HHS Learning Management System or LMS). Coordinates between IHS and HHS to enable development and delivery of IHS-developed courses to go on the HHS learning management platform for employees to take (e.g., new mandatory courses on preventing abuse or other topics).
- Participates in HHS work groups formed to develop requirements for new learning management software platforms and/or evaluate alternatives for new learning management platforms.
