Duties

  • You will interpret and execute IT policies, standards, and guidelines; and provide advice and guidance on a variety of complex issues to both customers and other IT specialists.
  • You will prepare and/or evaluate proposals for the acquisition of IT products and services.
  • You will conduct analyses on, recommend resolution of and implement approved solutions for complex IT issues and financial services.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 441 level II within 12 months of appointment.
  • Incumbent must earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (describes in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position.
  • Incumbent must participate in a continuous learning program as describes in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed.


Qualifications

FOR GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and documenting IT-related assignments using conventional approaches and techniques both alone and as a member of a project team.

FOR GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing, coordinating and integrating technical aspects of network devices and cybersecurity practices to provide IT defense-in-depth; and 2) Using fundamental IT principles and policies to reconcile conflicting technical viewpoints along with creating system architecture documentation.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing customer practices and IT systems to ensure operating procedures are followed. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing assistance to organizational personnel on IT system operations. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presenting information to end users on IT system related issues. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving problems related to and IT systems within an organization.

Education

Applicants may qualify with the following education in lieu of the specialized experience qualification:

FOR GS-11:

Ph.D.
or
equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
