Overview: Financial Management Expert Location: Springfield, VAClearance: TS/SCIExperience Required: 20 years of experience with 15 years of specialized experience in similar rolesOverall Assignment Description:Provides expert level acquisition management support to include managing budgets and cost performance for the customers group.Works across all customers Foundation line offices to manage resource activities across all phases of the acquisition process, to include planning, programming, budgeting, and execution (PPB) timeline. Responsibilities: Duties include: Support the development and preparation of customers requirements for resource management briefing materials, and respond to questions, request for information, and various inquiries.Support the development of various customers briefing materials and responses, request for information, and various inquiries from Office of the Director of National Intelligence (ODNI), Office of the Secretary of Defense (OSD), and Office of Management and Budget (OMB) as appropriate specific to budget execution performance.Develop and maintain Microsoft Access database which is used across the customers group to capture, track, and monitor budget execution performance and to effectively control funds.Assist with maintaining information on Unfunded Requirements (UFRs) to reflect current status and provide regular updates to the customers leadership.Assist with analyzing technical constraints, interdependencies, and capabilities of proposed systems and architectures to satisfy intelligence and geospatial needs as well as associated costs, schedule, and risk considerations.Provide support in preparation for and conducting program and budget reviews as well as provide support to the customers office leadership in responding to agency program and budget inquires.Support, develop, and prepare various PowerPoint/white paper briefings and presentations related to customers Financial Management matters, programs, and activities for senior level leadership.Provide support to each yearly activity:Spend plan developmentMonitoring and tracking funding documents for each of the customers line officeDrafting budget execution variance analysisCapturing and tracking UFRsAssist the customers line offices in developing acquisition plans as requiredDeveloping budget execution briefings as requiredEnsuring that offices execute expiring funds in accordance with spend plan targets Qualifications: Skills and Experience:Required:Bachelors degree in a business or financial systems related field such as Business, Finance, Accounting, Computer Science, Management Information Systems, Economics, or equivalent work experience15 years of demonstrated specialized experience with DoD or other Government agency budgetary or finance processes.Demonstrated specialized experience in US Intelligence Funding ProgramsS2 prohibits third-party solicitation from any recruiter or outside source regardless of the cause being represented.
