BMT is seeking Vice President of Contracts to oversee contractual, legal, and ethical matters to drive and support company / business unit strategy, growth, and performance. Position reports to President and is a member of the senior management team. Vice President of Contracts is responsible for leading company / business unit contracting and subcontracting activities, working closely across the organization to foster understanding of specific contractual challenges and providing guidance and solutions, developing and implementing contract and procurement strategy for government and commercial ship design, marine engineering, environmental consultancy, and creating and executing processes to ensure compliance with federal, state and local regulatory and contractual requirements. Responsibilities include but not limited to:Oversee the company's governance, strategy, and compliance in the areas of contract law, anti-bribery and corruption, ethical behavior, export controls (thru BMT D&P's Export Control Officer), technology compliance (thru BMT D&P's IT Manager), and other emergent areas of commercial and federal and state contractingDraft, review, and negotiate major, complex and/or non-standard contracts with public and private sector customers, including RFPs, teaming agreements, Memorandums of Understanding (MOUs), prime contracts and subcontracts, consulting, and nondisclosure agreementsDevelop the negotiating strategy for and lead the negotiation of all complex, novel, or contentious contracts, alliances, or joint ventures, achieving win-win outcomesMaintain an awareness of competitors' win themes and pricing regimes, as well as clients' concerns and ensure this is captured in our market intelligence, shared with others who need to knowOversee the development, improvement, and maintenance of tools, forms, and processes to address contract administration and management functions, including contract and purchasing documentation, changes, and pricing estimates and quotesOversee compliance with government and commercial contracting, purchasing, and pricing requirements (including FAR, DFAR), and ensure necessary documentation has been developed and retained for processes and standards as required by law and policy including all required certifications and approvalsManage the company's use of external suppliers and partners, such that company and BMT staff utilization is prioritized; manage compliance assessment of sub-contractorsManage and lead team of contract/subcontract/procurement personnel in the efficient, effective execution of roles and responsibilitiesAdvise on contractual issues involving federal, state, and local government and regulatory complianceCreate, update and implement contracting and procurement policies, controls, and procedures in accordance with company strategy and in compliance with federal, state, and local requirementsRespond to ad hoc contract and legal queries to include identification, analysis, and evaluation of risks in order to provide appropriate response and solutionsActively contribute to SMT on a full range of contracting and procurement business strategies and issues as well as creating, reviewing, and implementing business plans to create and maintain an organizational culture of professional and technical excellence and continuous improvementWork Location: Hybrid (Arlington, VA office and WFH)Applicants must be US citizen with a DoD security clearance or have the ability to obtain a security clearance. Offer of employment and start date are contingent upon the satisfactory outcome of a background investigation.Qualifications:Bachelor s Degree (Master's Degree preferred) in Business, Management, Juris Doctor, or related field and a comprehensive understanding of government and commercial contracting with experience including contract law, contract management and contractual structures requiredMinimum 10 years' experience leading and managing government and commercial contracts/purchasing departments, including experience in negotiating and managing contracts and commercial agreements with customers and suppliers in fields of consulting engineering and design, complex engineering and shipbuilding/repair, defense, including contract establishment, change management, claims and disputes, and contract closureMinimum 8 years' experience working with contracts subject to FAR/DFARS and the ability to convey complex contracting concepts clearly particularly in the areas of change, disputes, data rights and commerciality requiredExperience with assisting with the development of pricing models and participating in pricing reviews preferredExperience drafting, analyzing, and modifying terms & conditions for sale or purchase, including identification of Transfer & Convertibility (T&C) risks and identifying/ implementing mitigation strategies highly desirable.Strong leadership skills and experience successfully leading and inspiring multidisciplinary teams with an outcome/results focus, and mentoring and developing professionals in all facets of contracting including pricing, negotiation, risk identification and management requiredExcellent and clear listening, verbal and written communication skills that facilitate building and maintaining successful long-term relationships by instilling trust and confidence with customers, partners, stakeholders, and staff at all levels of the organization requiredBMT is an Equal Opportunity Employer & Affirmative Action Employer of M/F/Veterans/Protected Veterans and Individuals with Disabilities.XJ6
