Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.The District of Columbia Office of the Lottery and Gaming is seeking to acquire a Business Analyst and Program Manager to support the OLG's Business and IT operational needs. The individual must have experience developing business strategy, conducting business analysis, performing business process reengineering, business process improvement, business transformation, developing RFPs/SOW, program, project and risk management. After the first month, this position will convert into a part-time job (minimum 20 hours and maximum 32 hours a week).This position would be responsible for managing OLG's IT Projects and supporting the IT Director in day to day activities of running the IT organization. Additionally, this position will support the overall modernization efforts of the OLG's Business/IT operations.Job Duties: Develop and implement Business/IT Process Improvement plansManage Programs and Projects as assignedSupport the IT Director on developing RFPs/SOWSupport the contract life cycle for Business and IT Applications/System ProcurementEngage with vendors to resolve operational/business issuesReview and provide feedback on business and technical documents produced by the OLG's business application vendors CONTRACT JOB DESCRIPTION Responsibilities: 1. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.3. Provides consultation on complex projects and is considered to be the top-level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.Minimum Education/Certification Requirements : Bachelor's degree in IT or related field or equivalent experience; or a current Project Management Professional (PMP) CertificationSkills 16+ yrs.
