The Human Resources Department at Howard Community College is seeking an Employee & Labor Relations Manager to join the team and work with our campus community in Columbia, MD. This position provides professional support in the implementation of the College's employee relations program by serving as an advisor and consultant to supervisory and staff employees. Responsible for resolving disputes between employees, coordinates grievance procedures in order to resolve employee complaints, and advises management in the implementation of disciplinary and performance management procedures. WORK PERFORMED Responsible for the implementation of a comprehensive employee relations program for faculty and staff. Interprets and communicates College's regulations, policies and procedures, as well as applicable federal/state employment laws. Advises management on labor agreements and contracts during and outside of negotiation periods. Develops proposals and rule changes for labor and management. Ensures that policies are consistent with union agreements. Interprets formal communication between labor and management. Assists management in the application of the College's disciplinary and performance management procedures. Investigates disciplinary actions, including but not limited to, interviewing witnesses and reviewing pertinent materials. Recommends, prepares, and as appropriate, assists in the administration of corrective actions. Coordinates the layoff and non-reappointment procedures. Assists management in the implementation of these procedures. Reviews and analyzes requests to ensure compliance with applicable state/federal laws and university regulations. Coordinates employee complaint and grievance procedures. Assists management in the resolution of employee complaints by conducting investigations, interpreting college regulations and collective bargaining agreements. Formulates and recommends to management actions to resolve employee complaints and grievances. Coordinates the college classification plan and structure to ensure comprehensiveness, compliance with policy and regulations, and adherence to best practices. Creates, manages, and updates job descriptions to reflect the work being completed. Develops, reviews, and updates human resource policies in compliance with actual practice, College policies, union agreements, and federal and state law. Job Requirements: Bachelor's degree in Human Resources, Labor Relations, Business, Accounting, or related field required. At least three years of professional human resource administration of which one year is in employee relations is required with experience in labor relations preferred. OTHER REQUIREMENTS Excellent verbal and written communication skills. Excellent interpersonal, negotiation, and conflict resolution skills. Excellent time management skills with the proven ability to meet deadlines. Analytical and problem-solving skills. Thorough understanding of laws, regulations, and guidelines related to HR and contract negotiations. Proficient with Microsoft Office Suite or related software. WORKING CONDITIONS Prolonged periods of sitting at a desk and working on a computer. Ability to meet constant deadlines and to use analytical and problem-solving skills in a diplomatic and calming, but assertive manner. All employees must comply with college's COVID-19 vaccination or testing requirement, regardless of telework status. In instances where employees fail to comply, supervisors will be notified, as failure to comply is a violation of the employee code of conduct. Progressive disciplinary action will be taken, including verbal and written warnings, and up to and including suspension and termination. Hours Per Week: 37.5Work Schedule: 8:30 am - 5 pmCompensation: $69,084 -$98,444 plus excellent medical & dental insurance, tuition reimbursement and paid leaveFLSA Status: ExemptGrade: 17 *Pre-employment criminal background investigation is a condition of employment. As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
