Minimum Qualifications

Education
  • Bachelor's degree in Business Management, Business Administration, Operations Management, or Computer Information Systems

Experience
  • Five (5) years of quality assurance, auditing, modeling, data governance and compliance, along with, policy and procedural experience to include at least one (1) year of WMATA Quality experience that encompasses managing internal corrective and preventive action plans and Quality Management Systems (QMS) audits

Certification/Licensure
  • Professional Quality Assurance Auditor certification from an accredited program and nationally recognized such as Certified Internal Auditor or Certified Information System Auditor within one (1) year of employment and maintained for the duration of occupancy in this role.
  • Valid Driver's License
  • Roadway Worker Protection (RWP) Certification, Level 4, within six (6) months of hire and maintained for the duration of occupancy in job

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or servere weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Quality Assurance Manager oversees and carries out a comprehensive quality assurance program within the ROCC to ensure that operations meet appropriate professional standards, policy and operational requirements. The incumbent advises on the development of audit and quality programs, evaluates operational processes, procedures and participates in the preparation of final reports. The incumbent may conduct independent audits and will be required to perform duties to support a 24/7 operation, including nights, weekends, and holidays. The Quality Assurance Manager may be required to participate in emergency response or on-call rotations, to promote the Authority's transit-support goals.

Essential Functions
  • Manages the performance of independent audits, surveys, follow-up audits, and special audit and analysis projects to improve the economy, effectiveness, and efficiency of WMATA train operations, to reduce liabilities and increase efficiencies and safety throughout ROCC operations.
  • Manages an audit resolution process including the preparation of the Quarterly Reports on Audit Resolution to the ROCC Director to ensure appropriate actions are taken by operational management to correct deficiencies identified in audit and evaluation reports, to develop better decision making and to inform and prioritize decision making along with creating a culture based on Safety and Quality.
  • Provides advice and assistance to audit/evaluation teams to ensure draft and final reports clearly, effectively, and accurately present the results of ROCC studies, facilitating risk assessment and risk mitigation sessions and performing verification of effectiveness checks.
  • Reviews and edits audit and evaluation reports submitted by ROCC Quality Assurance staff to ensure they are objective, thorough, and conform to audit report writing best practices and appropriate professional standards.
  • Conducts projects that encompass both audits and investigations including preparation of an Annual Quality Report and dissemination of quality performance measures that support internal and external customers, by informing internal and external stakeholders of incident trends and hazards within ROCC operations. Ensures compliance with ROCC processes, verifies risk mitigations are working, and identifies additional areas for improvement in the ROCC.
  • Evaluates the operational application of the policies and requirements along with providing recommendations to improve the utility and effectiveness of audit operations, to drive continual improvement in the ROCC.
  • Manages the external peer review process to ensure that processes and procedures meet professional transportation industry standards.
  • Supervises staff to ensure consistency in auditing and leadership of the Quality function within the ROCC.
  • Collaborates and coordinates with other WMATA departments to mitigate and identified risks.
