Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or servere weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Quality Assurance Analyst for the Rail Operations Control Center (ROCC) serves as a critical member of operations and works to sustain and improve the ROCC's Safety and Quality Processes. The incumbent assists in identifying and analyzing leading and lagging indicators of quality and safety including, but not limited to accident and incident reports, supervisory safety observations, work orders, and key operational performance indicators. The incumbent maintains compliance with Occupational Safety and Health Administration (OSHA) recordkeeping and National Transit Database (NTD) reporting requirements, and performs duties in a 24/7 operational environment, including nights, weekends, and holidays. The Quality Assurance Analyst may be required to participate in emergency response or on-call rotations, to promote the Authority's transit-support goals.

Essential Functions
  • Conducts complex trend analyses geared toward reducing accidents and tracking incidents and, recommends management and intervention strategies to enhance quality and safety. This includes filtering and "cleaning" raw data by reviewing primary and secondary sources to locate and correct errors in data entry and, identifying incident trends and hazards within ROCC operational systems and procedures.
  • Prepares complex analytical reports related to leading and lagging indicators of safety performance that support internal and external customers, by informing internal and external stakeholders of incident trends and hazards within ROCC operations.
  • Identifies and implements data collection systems, data analytics and other strategies for optimum statistical efficiency and quality; improving existing data collection systems by identifying efficiencies associated with decreasing time required for data entry.
  • Coordinates and leads internal ROCC assessments to ensure compliance with ROCC processes; verify that risk mitigations are working and to identify additional areas for improvement in the ROCC.
  • Participates on ROCC process improvement teams as a Quality representative to drive continual improvement in the ROCC.
  • Receives data from the ROCC Safety Management System Program Manager to track corrective actions and improve efficiencies. Develops reports to inform and prioritize decision making.
  • Collaborates and coordinates with other WMATA departments to mitigate identified risks.
